Continuing the 9th Session, on the morning of June 17, the National Assembly discussed in the hall the socio-economic development situation and the State budget.
Speaking before the National Assembly, delegate Tran Hoang Ngan - Member of the Ho Chi Minh City National Assembly expressed his delight at the results that the country has achieved in 2024 and the first 5 months of 2025, despite the unfavorable international context.
In recent years, delegates highly appreciated the successes in the fields of culture, society, health, education and tourism. Culture and cultural industry have developed remarkably, becoming an endogenous driving force of the economy.
Giving evidence, the delegate said that the country's major holidays have been organized solemnly, with many unique and creative cultural activities, which have been positively responded to by the people.
"We see red flags with yellow stars flying all over the streets and villages, spreading on cyberspace national pride and confidence in the country's success in the new era under the leadership of the Party", said delegate Tran Hoang Ngan.

According to the delegate, in nearly 40 years of renovation, our country has grown continuously. However, during that time, we were affected by "shock" from the outside several times, such as the 1997 Southeast Asian financial and monetary crisis, the 2008 world economic recession financial crisis and the 2018 US-Mid-Series trade war...
Therefore, the delegate believes that in order for the country to grow rapidly and sustainably in the new period, we must have fundamental solutions with a long-term strategic scope to minimize "shocks" from the outside.
"I recommend that first, we must persevere in the three strategic breakthroughs of institutions, infrastructure and human resources. Next, we must restructure 3 traditional drivers, including export, investment and consumption.
Regarding consumption, we need to pay more attention to domestic consumption. I suggest that the Government soon submit to the National Assembly to have a policy to increase total demand and it is necessary to soon adjust personal income tax in the direction of raising the family deduction level, I think it cannot be delayed beyond this issue", said delegate Tran Hoang Ngan.
At the same time, the delegate said that there should be a policy to unlock 3 new driving forces, namely science and technology, innovation, and digital transformation.
It is necessary to pay more attention to and maximize the country's potential and advantages, such as advantages in agriculture, marine economy, tourism, services (banking finance, high-quality healthcare, etc.).

Sharing the same view, delegate Nguyen Hoang Bao Tran - National Assembly Delegate of Binh Duong province said that the current personal income tax policy is outdated and "it is time for the adjustment period according to regulations".
Therefore, the delegate suggested that the Government should take concrete actions as soon as possible because the people have been waiting for this issue for too long.
Regarding the issue of labor and employment, delegate Nguyen Hoang Bao Tran assessed that implementing the streamlining of the apparatus according to Decrees 178 and 67 is necessary. However, the delegate suggested that it is soon considered adjusting the salary increase for cadres and civil servants after streamlining.
"The scale of administrative units at the commune and provincial levels after the reorganization is larger, causing work pressure for the team of cadres and civil servants. Many people have to work extra work, away from home, which has a significant impact on their lives and spirit. Without appropriate treatment policies, it will be very difficult to retain capable people in the apparatus, the delegate shared.
