This meets the country's development requirements, accordingly reducing staff and rearranging the personnel team.

In addition to the basic positive advantages, there are currently unwanted impacts. A number of good cadres and civil servants with high professional qualifications and good capacity have resigned or transferred to the private sector.

"The loss of highly qualified and experienced human resources will make it difficult for the apparatus to achieve the goals in accordance with the reform orientation," the delegate stated.

According to the delegate, this is not only an immediate problem but also a long-term impact that needs to be fully recognized.

Many families of cadres and civil servants will have to live in special conditions, work away from home, and live hundreds of kilometers apart. Children must be taken care of by grandparents or relatives, but not everyone has such conditions.

"The struggle between public service responsibilities and family duties makes it difficult for cadres and civil servants to focus on their work. Therefore, without timely, strong and synchronous measures, it will be very difficult to complete the general work and there is a risk of damage and weakness from within," said the delegate.

From the above issues, the delegate said that in order to retain talented people and civil servants with good professional capacity, it is necessary to harmoniously solve groups of issues such as benefits, working environment, assessment, recognition and promotion opportunities.

In which the treatment regime is the focus, the core of which is salary and benefits, ensuring competitiveness with the private sector, especially for positions that require high professional qualifications.

Therefore, it is necessary to resolutely reform salary policies, supplement other welfare policies and bonuses based on work performance.

Build a professional working environment and promote innovation so that workers' talents are evaluated, recognized, and contributed appropriately.

It is necessary to reform and innovate the work of recruiting, placing canvas, appointing, and using cadres, focusing on attracting young, highly qualified human resources and creative thinking.

Also talking about this issue, delegate Pham Dinh Thanh ( Kon Tum) suggested that the National Assembly and the Government strengthen inspection, supervision, direction and request ministries, branches and localities to be urgent and drastic in screening the team of cadres, civil servants and public employees to retain people who can do the job and eliminate those who do not meet the requirements.
