On the afternoon of October 29, the National Assembly continued to discuss in the hall about socio-economic development.
At the discussion session, delegate Thach Phuoc Binh (Vinh Long delegation) said that the team of non-professional cadres in hamlets and quarters including Party cell secretaries, hamlet heads, heads of the Front work committee or heads of quarters, police officers, and branches of organizations are direct forces, regularly attached to the people.
However, the current concern is that the allowances and policies for this force are still low, not commensurate with the volume and nature of the work, while most of them do not have any other source of income.
According to the provisions of Decree 33 of 2023 of the Government, hamlet and hamlet positions are entitled to concurrent allowances and monthly support, but in reality, the average is only about 1 to 1.5 times the basic salary, while the workload is increasing, the pressure is increasing.
However, because there are no unified instructions, the allowance difference between localities is quite large, leading to comparisons, psychological impacts and work motivation of this team.
More notably, when retiring, most cadres in hamlets and residential areas are not entitled to severance pay, no other social insurance or allowances, even if some have contributed continuously for more than 10 years, even 20 years.
The lack of support policies when retiring makes many people feel disadvantaged, affecting the spirit of long-term attachment and the quality of operation of the political system at the grassroots level.
From the above practice, the delegate recommended that it is necessary to promptly adjust, upgrade, and increase the monthly allowance for hamlet and village positions by at least 30 to 50% compared to the current level, ensuring that it is commensurate with the workload and current spending level.
The delegate also proposed to study the application of responsibility allowances, seniority allowances or special public service allowances for key positions such as Hamlet Chief, Party Cell Secretary, Head of the Front Work Committee, and Standing Public Security Guard.
Regarding the policy when retiring or retiring, the delegate proposed to add a one-time subsidy regime for cadres in hamlets and quarters who have worked for 10 years or more with an average allowance of 0.5 to 1 month for each year of work.
For those who have participated in voluntary social insurance for a period of time, it is necessary to allow the addition of working time in hamlets and villages to calculate social insurance if there is confirmation from the People's Committee at the commune level.

Delegate Nguyen Tam Hung (HCMC Delegation) said that after the 2-level local government model was put into operation, many localities at the commune level and near the people level are being a bottleneck in organizing and operating the apparatus.
The main difficulties focus on 3 aspects: both redundant and lacking personnel, limited quality and digital skills; unsynchronized infrastructure and data; financial mechanisms and expenditure assignments are not compatible with the new model.
Therefore, the delegate suggested that the Government soon complete the framework and mechanism for calculating the payroll at the commune level according to the criteria of population size, workload, urban and rural characteristics.
At the same time, it is recommended to allow localities with large and complex characteristics to increase target staff in essential positions such as land administration, finance, accounting, justice, civil status, culture, and society.
