The Ministry of Justice proposed amending Articles 110 to 115 of the 2013 Constitution related to the project to merge provincial, district and commune-level administrative units.

On March 14, the Ministry of Justice announced that Deputy Minister Dang Hoang Oanh chaired a meeting to deploy the task of amending and supplementing the 2013 Constitution.

At the meeting, Ms. Nguyen Thi Hanh - Director of the Department of Criminal and Administrative Law (PLHS-HC) presented a report on the progress of implementing the task of amending and supplementing the 2013 Constitution.

Accordingly, since the end of February 2025, the PLHS-HC Department has studied and advised on the process of amending the Constitution, synthesizing opinions and proposals related to the Commissioners of 1980, 1992 and 2013.

On March 7, 2025, the Politburo gave its opinion on the policy of amending the 2013 Constitution, assigning the Ministry of Justice 7 main tasks.

That is to preside over coordination with agencies to develop reports to submit to the Politburo and the Party Central Committee, draft a resolution to amend and develop guidelines for reviewing relevant legal documents, the results of the review are compiled and submitted to the Government before March 25, 2025;

Synthesize comments on the draft amendment to the Constitution, submit to the Government for approval before May 20, 2025; advise on the draft resolution related to the reorganization of administrative units, complete the preliminary final before April 1, 2025. At the same time, the Ministry of Justice is the unit that monitors, urges tasks and promptly reports to the Government.

Notably, according to the Ministry of Justice, the scope of this amendment to the Constitution focuses on regulations on the Vietnam Fatherland Front, socio-political organizations and local governments.

Propose to combine Articles 9 and 10 into one article, amend Clause 1, Article 84, remove regulations on the right to submit draft laws of Front member organizations.

Regarding local government, it is proposed to amend Articles 110 to 115, related to the project to merge provincial, district and commune-level administrative units.

Directing the meeting, Deputy Minister Dang Hoang Oanh requested that the implementation of tasks related to amending and supplementing the 2013 Constitution should speed up the completion progress, ensure reporting to the Ministry's leaders, and submit to the Politburo on time according to the set plan.
