Recently, the Politburo and the Secretariat issued Conclusion 126-KL/TW on a number of contents and tasks to continue to reorganize and streamline the organization and apparatus of the political system in 2025.
Conclusion 126-KL/TW assigns the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, relevant Party committees and Party organizations to study and orient the continued arrangement of removing intermediate administrative levels (district level).
Develop a plan to continue to reorganize the commune level in accordance with the new organizational model, propose the organization of the apparatus, functions, tasks, powers, and responsibilities of the commune level; orient the merger of a number of provincial administrative units.
Speaking with Lao Dong reporter, Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Society - said that this is a policy of strategic significance, demonstrating a strong reform and breakthrough thinking to build a streamlined, efficient and suitable administration in the country's development context.

Regarding the orientation of merging some provincial-level administrative units, Associate Professor, Dr. Bui Hoai Son said that this is a necessary step, especially for localities with small population, not too large area or not really optimal development resources.
This merger not only helps streamline the administrative apparatus and save the budget but also creates conditions for planning and allocating resources more appropriately, thereby improving the efficiency of state management and promoting even development between regions.
This is a very high determination of the Politburo in promoting comprehensive and thorough administrative reform - Associate Professor, Dr. Bui Hoai Son said.
According to Associate Professor, Dr. Bui Hoai Son, the arrangement and merger of administrative units is not only a story of streamlining the apparatus, but more importantly, to improve the quality of service to the people, ensure political and social stability and not disrupt local economic, cultural and educational activities.
This is not only an administrative reform, but also an affirmation of the strategic vision and determination to innovate for Vietnam to rise to become a developed, modern and prosperous country - Associate Professor, Dr. Bui Hoai Son emphasized.
Favorable opportunity for immediate implementation
In the same discussion, Dr. Le Trung Kien - Ho Chi Minh National Academy of Politics - said that before, we had a period of merging provinces, then separating them due to infrastructure conditions, means of transportation, as well as the capacity and qualifications of the staff. This separation and merger meets the development requirements of each period.
The development process up to now has also seen the emergence of limitations in human resources, land, natural resources, etc.
Therefore, if the provinces are merged together, it will create more space for socio-economic development, at the same time, create a wider environment to attract potential and resources for development in the future.
"The merger of provinces and cities together needs to be studied, evaluated and implemented right before the 14th National Party Congress, in the spirit of "running and lining up" as stated by the Politburo. Because this is a very favorable opportunity and time to do this, preparing for the 14th National Party Congress, entering a new starting point - the beginning of the era of national growth and development" - Dr. Le Trung Kien emphasized.
