On July 29, in Hanoi, General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired the 11th Central Military Commission Conference to discuss the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (Officer Law).
Reporting at the conference, Lieutenant General Le Quang Minh - Deputy Director of the General Political Department of the Vietnam People's Army - stated that the draft law amending and supplementing a number of articles of the Officer Law will be submitted to the National Assembly for comments and approval at the 8th session of the 15th National Assembly under a shortened procedure.
At the conference, the delegates also gave opinions and clarified issues in the draft Law, including: Basic positions and equivalent positions and titles; the highest age limit for active service of officers; the highest military rank for positions and titles of officers at the general level; some contents related to authority, assigning competent agencies to specify regulations for officers, and clarifying some regimes and policies for officers, such as early promotion, salary increase, social insurance regime, responsibilities of ministries, sectors, and localities in implementing regimes and policies for active officers, officers who have retired from active service, and officers' families...
In addition to the three policies: Completing regulations on basic positions and equivalent positions and titles of officers; raising the age limit for active service of officers; stipulating the highest military rank for positions and titles of officers, the delegates proposed additional policies on land and housing for active officers.
According to the delegates, although it has been institutionalized in the law, the current reality shows that the number of military officers benefiting from housing policies is very small compared to the demand, due to unclear regulations and many obstacles and inadequacies.
Concluding the conference, General Phan Van Giang emphasized that the amendment and supplementation of a number of articles of the Officer Law must ensure the quality, position, and prestige of the Vietnam People's Army officer corps; contribute to the effective performance of the Army's functions and tasks; strengthen overall strength, firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland.
Based on the opinions expressed at the conference, General Phan Van Giang requested relevant agencies to absorb and complete the draft Law dossier to be submitted to the Ministry of Justice for appraisal according to regulations; complete the submission report; related reports; summarize, explain, and absorb the contributions of ministries, sectors... to report to the Government and the Politburo.
At the same time, functional agencies should urgently coordinate to develop and complete decrees and circulars to align with the amendment and supplementation of the law articles.
