On September 5, continuing the working program in Dien Bien, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc had a working session with provincial leaders on the socio-economic development situation, national defense - security, foreign affairs in the first 8 months of 2026 and tasks for the last months of the year. At the working session, Standing Deputy Prime Minister Pham Gia Tuc requested Dien Bien province to strive to complete the double-digit growth target, striving to disburse 100% of public investment capital in 2026.
According to the report, Dien Bien's economy continues to maintain a fairly strong growth momentum.

GRDP at comparative prices in the first 6 months of the year is estimated at more than 15,437 billion VND, an increase of 8.67% compared to the same period, ranking 17/34 provinces and cities. The industrial - construction sector increased by 12.92%, services increased by 8.98%. Budget revenue in 8 months reached more than 1,440 billion VND, equal to 94.47% of the central government's estimate.
Investment attraction work has many changes. In 8 months, the province awarded investment policy approval decisions and investment registration certificates to 23 projects, with a total registered capital of more than 52,200 billion VND.
Notably, Dien Bien has attracted 3 FDI projects for the first time with a total capital of 14,005 billion VND. Some large corporations such as Sun Group, Vingroup, FPT have decided to invest in the locality.
As of August 20, disbursement of public investment capital in the area reached more than 2,742 billion VND, equal to 58.74% of the plan, 8.8 percentage points higher than the national average.
Tourism continued to grow, with about 1.132 million visitors in 8 months, up 19.8%; total revenue from tourists reached 2,052 billion VND, up 19.9%.
In the remaining months of 2026, Dien Bien sets a growth target of 11.02%, focusing on accelerating disbursement of public investment, key projects and attracting investment.
In particular, the province determines that the commencement of the Son La - Dien Bien - Tay Trang Border Gate Expressway Project, phase 1 in November 2026 is an important task.
Concluding, Standing Deputy Prime Minister Pham Gia Tuc requested Dien Bien to review and update the growth scenarios for the third and fourth quarters by sector and field; clearly identify the causes and responsibilities for the slow targets and have specific solutions to remove them.
The Standing Deputy Prime Minister requested the province to strive to disburse 100% of public investment capital in 2026, and at the same time strengthen attracting businesses, effectively exploiting potentials and advantages to create new growth momentum.

In addition, Dien Bien needs to focus on improving the quality of human resources, promoting administrative procedure reform, paying attention to health, education, and social security, especially for ethnic minorities and vulnerable groups.
Before the rainy and flood season, the Standing Deputy Prime Minister requested the province to review areas at risk of landslides, strengthen warnings and proactively develop prevention plans to ensure safety for people.
The Standing Deputy Prime Minister affirmed that the Government and central ministries and sectors will continue to accompany and support Dien Bien in removing difficulties and creating conditions for the province to develop quickly and sustainably.
