Regarding flight licensing in the flight ban area, the draft decree stated that it only applies to official flight operations; serving economic development, scientific research, social and sports of agencies and organizations approved by competent authorities or agreed in writing by competent state agencies; Flight activities directly serve the operation of agencies and organizations subject to the flight ban area; Flying in the area is set to serve the activities of associations and clubs;
