The Ministry of Defense is drafting a decree regulating the management of unmanned aircraft and other vehicles to consult agencies, organizations and people.
Article 4 of the draft decree clearly stated the violations. Including 10 violations in flight activities, using flight vehicles ... including:
1. In the flight operating organization of flight vehicles, including:
a) Flight organization when flight vehicles have not been registered, certificates of registration expiry; Not yet licensed for flight or flights have expired or not unmatched as prescribed in this Decree;
b) Organize flights when people directly operate, use or flight vehicles have not met the criteria of eligibility for flight conditions;
c) Flight organization for improper purposes, areas, heights and time prescribed in flight permits;
d) Control vehicles from another vehicle that is moving.
2. Transporting goods on vehicles when not allowed.
3. Using the means of flying, shoting, dropping from the air banned, harmful substances or containing the risk of harm when not allowed.
4. Using flight vehicles to film, take photos, collect and distribute illegal information.
5. Hap flags, banners, release leaflets, distribute propaganda speakers in contravention of law.
6. Do not obey the command, the order of the administrative management agency and monitor the flight operations.
7. Using flight vehicles that obstruct or unsafe for other flight vehicles; Violating international treaties that Vietnam is a member.
8. Provide dishonest information in the application for licensing, registration of flight vehicles, including:
a) Dossiers of request for certificates of eligibility for the establishment of manufacturing, testing, manufacturing, repairing and maintaining flight vehicles specified in Clause 1, Article 11 of this Decree;
b) Dossiers of request for import, export, temporary import and export permits, temporarily exporting and re -importing means prescribed in Article 8 of this Decree;
c) Dossiers of flight licensing and issuance of flight registration certificates.
9. Production (assembly, manufacture) of flight vehicles without the consent of competent state agencies.
10. Production, import, export, temporary import for re -export, temporary export and trading of flight vehicles; Equipping and equipment of flight vehicles are not suitable to the license and certificate of eligibility of the competent authority granted.
