Notably, the Government Inspectorate pointed out that some individuals regularly win auctions for many plots of land, then resell them to people in need and declare transfer prices lower than the winning auction prices of 373 plots of land in 9 regions. Districts, towns and cities show signs of dishonest declaration but the authorities do not promptly advise and handle it, potentially reducing tax and fee collection (temporarily estimated at VND 1,575 million).
The Government Inspectorate also pointed out that the People's Committee of Gia Lai province authorized the People's Committee of Pleiku City to issue a decision approving the auction of land use rights, approving the auction plan of land use rights when the project is not included in the land use plan, which violates Article 52.
