Create confidence for businesses to feel secure and boldly invest

Resolution 68-NQ/TW in 2025 of the Politburo is one of the largest "policy pillars" to promote the private economy. This is considered a "push", helping to "unblock", to "the spring" to open up, develop strongly, worthy of the potential, capacity and huge development space of the private economic sector, contributing worthyly to the overall development of the country.

Speaking about Resolution 68, Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung said that the core goal is to remove bottlenecks, free up resources that are still being held back, remove existing barriers, so that the private economic sector can develop more strongly and contribute more and more to the overall development of the country in the new era.

We consider businesses as partners and have boldly shifted from the "prereview" to the "post-inspection" mechanism. These are huge institutional changes. Instead of managing in the "reverse hat" way, tightening input but loosely output, we learn from the experiences of other countries, following the "forge". That is to create conditions for open and free input, but output management is very strict with tools, standards, and regulations, strengthening supervision and inspection. This will help businesses reduce difficulties when entering the market, reduce costs and time.

"Previously, businesses were considered a subject for management, but now, we have identified private enterprises as partners to participate with the State in creating and developing the country," said Deputy Prime Minister Nguyen Chi Dung.

Regarding administrative procedures, the Deputy Prime Minister assigned the Ministry of Finance and the Ministry of Justice to strictly control the issuance of new procedures, avoiding the situation where "cutting old administrative procedures but issuing new administrative procedures is not really necessary".

"Immediately implement support policies for business households to switch to enterprises, find out if there are barriers and any concerns? The purpose is to create a wave of conversion from business households to enterprises", the Deputy Prime Minister suggested.

With the important role of state-owned enterprises, especially in maintaining macroeconomic stability and promoting socio-economic development, state-owned enterprises, corporations and general companies are the core economic force, playing a pioneering role in working with the entire Party, army and people to make a breakthrough in the country's development.

At the Permanent Government meeting with State-owned enterprises to promote economic growth, Central Party Committee member and Deputy Prime Minister Ho Duc Phoc said that, with their potential and position, State-owned enterprises need to focus on investing in and exploiting large projects and key projects, as well as solving the country's strategic problems in the field of infrastructure and key economic sectors.

The Party, National Assembly and Government have issued many important decisions to unlock resources and create favorable conditions to promote rapid and sustainable economic growth. State-owned enterprises boldly propose existing difficulties and problems so that the Government can focus on resolving them.

State-owned enterprises need to propose solutions to promote their pioneering role, while closely coordinating with large private corporations and groups in the fields that the country needs. These key sectors include renewable energy, high-tech industry, artificial intelligence (AI), digital transformation, as well as innovative economic sectors to promote new growth models.

In the context of the transition to a green economic model, a circular economy and sustainable development, the environmental industry is being identified as one of the key economic sectors, playing a key role in improving technological autonomy, improving productivity and growth quality. This is also a field with great potential to attract investment, promote innovation and support the process of reducing greenhouse gas emissions, adapting to climate change.

The general goal is to build and develop the environmental industry into an independent economic sector, making an important contribution to the national economic structure.

Member of the Party Central Committee, Deputy Prime Minister Tran Hong Ha emphasized the need to clearly identify the environmental industry - including the service sector - as an important economic sector, playing a strategic role in ensuring independence and autonomy in handling the country's environmental challenges, towards exporting technology, environmental products and services.

"The goals must be linked to domestic technological capacity, from partial imports to complete dominance, gradually reducing dependence on imported equipment," the Deputy Prime Minister emphasized.

Regarding the leading role of private enterprises, the Deputy Prime Minister noted that in areas with high costs, high risks or not having enough capacity, the public sector needs to take the lead in paving the way - such as hazardous waste treatment, developing environmentally friendly materials, large-scale environmental monitoring, wind power waste recycling technology, solar power.

Along with that, it is necessary to promote public-private cooperation in research and production of new products. The State supports capital, infrastructure and human resource training; enterprises implement, operate and commercialize products. At the same time, build national environmental industrial centers, focus on production capacity, transfer and innovation, instead of implementing scattered, small-scale, and ineffective.
