Enhancing responsibility, promoting democracy
On the morning of September 24, at the Ho Chi Minh National Academy of Politics (Hanoi), the 1st Congress of Party Committees of Central Party Agencies for the 2025-2030 term solemnly opened, with the participation of 293 official delegates representing over 8,700 Party members of 14 Party Committees under the Party Committees of Central Party Agencies.

Presenting the opening speech of the Congress, Standing member of the Secretariat, Secretary of the Party Committees of Central Party Agencies Tran Cam Tu emphasized that the First Congress of Delegates, term 2025-2030, is an event of special political significance for Party committees, Party organizations, cadres, Party members, civil servants, public employees, and workers of the Party Committee.
The Party Congress of the Central Party Agencies for the 2025-2030 term has the following tasks: Comprehensively and deeply evaluate the results of implementing the Resolution of the Congress for the 2020-2025 term, propose directions and tasks for the 2025-2030 term; Reviewing the leadership of the Executive Committee for the 2020-2025 term; Discussing and giving opinions on draft documents of the 14th National Party Congress and implementing the Politburo's decision on personnel work.
With the Congress's motto of "Solidarity - Democracy - Discipline - Set an example - Breakthrough - Development", Mr. Tran Cam Tu suggested that the Congress delegates uphold their responsibility, promote democracy, promote intelligence to contribute many valid opinions to the draft documents of the Party Committee and the draft political report to the 14th National Congress of the Party.
Deploying party work software application and organizing paperless meeting rooms
The political report of the Congress was presented at the Congress to assess the advantages and causes; limitations and causes; lessons learned in the 2020-2025 term; at the same time, setting out directions, goals, tasks and solutions for the 2025-2030 term.
The common goal is to build a clean and strong Party Committee, typical, comprehensive, and exemplary, commensurate with the important position and role of the Party organization, strategic advisory agencies of the Party, the State, central agencies on theoretical research, training of cadres, propaganda, journalism, publishing, and the Supreme Judicial Agency.
Innovation, elevation of forecasting, strategic consulting, and consulting capacity to develop and organize the implementation of the Party's policies and resolutions; develop and enforce laws; enhance leadership efficiency, coordinate leadership to successfully complete political tasks, contributing to the successful implementation of the Resolution of the 14th National Party Congress.
These include specific targets such as perfecting and synchronously operating the database system of party members, party organizations, and executive documents on the digital platform; 100% of affiliated party organizations deploy the application of party work software and organize paperless meeting rooms; 100% of cadres are trained and operated proficiently on digital transformation in party work; advising and implementing on schedule, ensuring the quality of programs and projects assigned by the Central Committee, Politburo, and Secretariat.
Three breakthroughs are identified: Continue to strongly innovate thinking and action, elevate the level of strategic consultation of Central Party agencies;
Build a team of cadres and party members with sufficient qualities, capacity, prestige, equal to the tasks, especially leaders, managers, strategic consultants, and leading experts to meet the requirements and tasks of the new development period;
Promote administrative reform, apply information technology, digital transformation; strongly innovate leadership, direction, style, and working style to ensure science, professionalism, and efficiency.
