On September 24, the Government Office announced that Prime Minister Pham Minh Chinh had just signed decisions approving the election results and dismissal of the position of Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term.
In Decision No. 2129/QD-TTg, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term for Mr. Bui Van Khang - Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.
Mr. Bui Van Khang was born on May 16, 1971, hometown in An Binh commune, Kien Xuong district, Thai Binh province (now Binh Nguyen commune, Hung Yen province). He has a Bachelor of Law, Master of Public Administration and a Senior degree in political theory.
Mr. Bui Van Khang has held the following positions: Director of the Quang Ninh Provincial Customs Department (now the Customs Department of Region VIII); Vice Chairman of the Quang Ninh Provincial People's Committee.
In January 2024, he was appointed by the Prime Minister as Deputy Minister of Finance. On September 19, 2025, he was transferred and appointed to join the Executive Committee, the Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.
At the same time, in Decision No. 2122/QD-TTg, the Prime Minister approved the results of the term of office of Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term for Mr. Pham Duc An to take on a new assignment.
The above decisions take effect from September 23, 2025.
