The Party Central Committee has approved a plan to reorganize and streamline the apparatus of the political system.
Accordingly, for Government agencies, 10 ministries will be merged into 5 ministries.
In which, the Ministry of Planning and Investment and the Ministry of Finance will be merged into the Ministry of Finance; the Ministry of Construction and the Ministry of Transport will be merged into the Ministry of Construction; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment will be merged into the Ministry of Agriculture and Environment; the Ministry of Information and Communications and the Ministry of Science and Technology will be merged into the Ministry of Science and Technology; the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs will be merged into the Ministry of Home Affairs.
According to the specific plan, the Government Party Committee reported to the Central Steering Committee on the summary of the implementation of Resolution No. 18-NQ/TW, approved by the Central Committee, which clearly stated: Merge the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs into the Ministry of Home Affairs with 22 units, a reduction of 13 units compared to the original, equivalent to a reduction of 37.1%. The new Ministry of Home Affairs' post-merger payroll is 891 civil servant payrolls and 4,313 public employee payrolls.
Previously, at the conference to deploy the 2025 Work Program and the first quarter tasks of 2025 of the Ministry of Home Affairs, Minister of Home Affairs Pham Thi Thanh Tra directed heads of units to thoroughly inform all civil servants, public employees, and workers to continue to be proactive and make efforts to deploy tasks right from the first days of the year to complete all tasks in 2025 to ensure quality and progress, and avoid delays.
Regarding the particularly important task of the entire industry, which is to implement the merger of the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs, Minister Pham Thi Thanh Tra requested to ensure proactiveness, unity, consensus, democracy, publicity and transparency.
Do a good job of political and ideological work so that the staff, civil servants and public employees of the Ministry after the merger can work with peace of mind, comply with and promote the core cultural values of the two Ministries before the merger.
Minister Pham Thi Thanh Tra requested the heads of units under the Ministry and all civil servants, public employees and employees to advise the Government to issue a Decree stipulating the functions, tasks, powers and organizational structure of the Ministry (after the merger); submit to the Minister to issue the Working Regulations of the Ministry (after the merger).
Notably, the Minister requested to review the payroll, streamline the payroll, and deploy the arrangement of workplaces for civil servants and public employees to ensure professional work after the merger of the two ministries.
For units of the Ministry of Home Affairs that are merging with functional units of the Ministry of Labor, War Invalids and Social Affairs, the Minister requires strict implementation of the organizational restructuring project approved by competent authorities; and good implementation of political and ideological work for cadres, civil servants, public employees and workers during the merger process.
