On December 30, the Department of Organization and Personnel - Hanoi City Police organized a conference to summarize the work in 2025, deploy the work program in 2026 and launch the emulation movement in 2026.
According to the report, in 2025, the Department of Organization and Personnel has always been proactive in advising on the implementation of many mechanisms and policies for new commune-level police with unprecedented scale, nature and accuracy, showing the deep concern of the leaders of the City Party Committee - City People's Committee, Party Committee - City Police Board of Directors for the commune-level police force - which is the force directly "sticking to the area, sticking to the people".
Cadre training and fostering work is implemented according to the motto "4 on-the-spot - train whatever is needed", contributing to quickly improving practical capacity, helping the team of commune-level police officers and soldiers to soon adapt and meet task requirements in the new situation.
The "Three Firsts" emulation movement launched by the Ministry of Public Security has been concretized by the Department of Organization and Personnel into each stage of work, each job position, creating clear changes in the spirit of responsibility, discipline, order and work efficiency.
On that basis, the Department of Organization and Personnel determined the work orientation for 2026 on 5 axes throughout; avoiding administrativeization of Public Security work; strengthening the assessment of substantive cadres by month; promoting training and fostering cadres; building a truly clean and strong People's Public Security force, with capabilities on par with tasks; promoting digital transformation in all aspects of organization and personnel work.
The 2026 emulation movement continues to be implemented closely linked to the concretization of the "Three Firsts" movement, requiring 100% of officers and soldiers to register specific tasks, emulation with products, with substantive efficiency.
Speaking to direct the Conference, Lieutenant General Nguyen Thanh Tung - Director of Hanoi Police Department emphasized that in the coming time, the Department of Organization and Personnel needs to continue to promote its exemplary role, take the lead, and strive for organization and personnel work to continue to be a "bright spot" in building the Capital Police force; strongly innovate strategic advisory thinking, tighten discipline and order, proactively prevent violations from early and remotely; closely link personnel work with the "Three Firsts" emulation movement, promote digital transformation and deeply apply science and technology to all aspects of work with the highest goal being the satisfaction of the People, "serving the People" - considering this as a consistent criterion to build a brave and humane team of Capital Police officers to meet task requirements in the new situation.
