Minister of Home Affairs Pham Thi Thanh Tra - Deputy Head of the Government's Steering Committee on the arrangement of administrative units at all levels and building a model of organizing local government at both levels has just signed and issued Official Letter 11/CV-BCD guiding the standards for new commune-level civil servant titles.
The Government Steering Committee stated that the transfer of provincial and district-level civil servants to work as civil servants at the new commune level according to the arrangement project approved by competent authorities does not require the procedures for receiving civil servants.
Cadres, civil servants, and public employees at the provincial and district levels and current commune-level cadres and civil servants who are currently assigned to work as civil servants at the new commune level will continue to receive salaries according to their ranks, levels, and current allowance regimes for 6 months; then implement according to the new regulations of the Government.
In case civil servants, professional and technical staff are appointed to leadership and management positions at the new commune level, the leadership position allowance level will not be temporarily applied until the Government stipulates.
The Steering Committee recommends that the Standing Committees of the Provincial and Municipal Party Committees under the Central Government, based on relevant Central regulations and instructions in this document, proactively study and review standards, conditions and plans for arranging personnel at the new commune level.
The implementation is to ensure consistency, balance, and harmony between provincial and district-level cadres and civil servants and current commune-level cadres and civil servants to meet the requirements of the political tasks of the new commune-level administrative unit.
The Provincial People's Committee directs relevant agencies to implement the new commune-level personnel arrangement according to the plan approved by competent authorities; promptly implement the regime and policies for cases of voluntary early retirement, termination of employment or failure to meet the standards and conditions to be arranged as new commune-level civil servants.
The assignment and arrangement of commune-level cadres and civil servants must ensure strictness, thoroughness, democracy, objectivity, transparency, fairness, impartiality, in accordance with the principles and regulations of the Party; do a good job of political and ideological work, create high solidarity and unity among cadres and civil servants.
At the same time, take measures to handle or promptly detect and propose competent authorities to direct and handle related issues arising in practice.
During the implementation process, if there are any difficulties or problems, please request the People's Committees of provinces and centrally run cities to promptly report to the Ministry of Home Affairs (Standing Steering Committee) for synthesis and reporting to competent authorities for consideration and decision.
