According to the draft Decree on implementing the one-stop, one-stop mechanism in handling administrative procedures, the Commune-level Public Administration Service Center is an administrative organization under the Commune-level People's Committee, with its own seal and account to perform assigned tasks and powers.
It is expected that the leaders of this Center will consist of two people. The Director of the Center is one Vice Chairman of the People's Committee at the commune level; at most one Deputy Director is one department head under the People's Committee at the commune level.
The center is responsible for receiving, guiding, digitizing records and returning results of administrative procedure settlement; publicizing procedures, supporting people to use online public services; coordinating with relevant agencies to resolve procedures within the day and receiving feedback and recommendations. In addition, the Center is also responsible for implementing e-government and monitoring the application of information technology at the commune level.
The establishment and the number of points of the center are decided based on the population size, socio -economic conditions and the number of administrative procedures arising in the locality. This is to ensure consistent with the organization of the post -arrangement apparatus at the commune -level administrative unit.
In addition to civil servants and public employees under the payroll of the People's Committee of the commune, the Center can sign labor contracts with personnel from public postal enterprises or organizations providing public administrative services to take on a number of positions such as guidance, reception, and digitization of documents.
Civil servants and public employees of specialized agencies or organizations according to the local vertical industry system can also be mobilized to work here at the request of the Center Director.
The upgrading of the One-Stop Department into a Commune-level Public Administration Center demonstrates the orientation of strengthening decentralization and delegation of authority associated with improving responsibility and capacity to serve people and businesses at the grassroots level.
