These civil servants and public employees will be arranged to retire in accordance with regulations such as quitting their jobs and retiring early.

According to the Government's Electronic Information Portal on June 5, Minister of Home Affairs Pham Thi Thanh Tra said that it is expected that there will continue to be about 90,000 more civil servants and public employees on leave in accordance with current regulations.

The number of these cadres, civil servants and public employees will be arranged to retire in accordance with regulations such as resignation from work, early retirement according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP amending and supplementing a number of articles of Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Previously, at the regular Government meeting in May 2025 held on June 4, Minister of Home Affairs Pham Thi Thanh Tra said that up to now, more than 23,000 civil servants and public employees have retired in accordance with regulations such as early retirement, resignation from work according to job requirements, in accordance with the spirit of Decree 178 of the Government.

Thus, in the coming time, a total of 113,000 civil servants and public employees nationwide will retire in accordance with regulations when reorganizing and streamlining the apparatus.

To serve the settlement of regimes and policies for cadres and civil servants who quit their jobs due to the streamlining of the apparatus, the National Assembly has just officially passed a resolution on adjusting and supplementing the state budget estimate for 2025.

Accordingly, the National Assembly resolved to adjust and supplement the central budget estimate for 2025 to pay regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the apparatus.

In this resolution, the National Assembly approved the use of the salary reform budget to adjust the 2024 basic salary of the central budget with a surplus transferred to 2025 of VND 15,710 billion, so that the Government can supplement the spending estimate for ministries, central agencies and localities to carry out tasks.

Add the central budget revenue estimate for 2025 of VND28,290 billion from the central budget's salary reform accumulation.

The National Assembly also approved the corresponding supplement to the central budget expenditure estimate for 2025 so that the Government can supplement the expenditure estimate for ministries, central and local agencies to perform their tasks.

With the above additional budget sources, the National Assembly agreed to add 44,000 billion VND to the central budget estimate in 2025 to pay for regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the apparatus.

In case the demand for funding is incurred in excess of VND 44,000 billion, the Government wants the National Assembly to allow the use of the 2024 salary reform expenditure to supplement the localities and the Government to report to the National Assembly's implementation at the nearest meeting.
