On the morning of January 27, the 16th Hanoi City People's Council held a thematic session (the 31st session).
At the session, the City People's Council approved the Resolution on implementing Clause 4, Article 7 of Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly.
Accordingly, for projects specified in Point a, Clause 2, Article 1 of Resolution No. 258/2025/QH15: The compensation level for land is equal to 2 times the prescribed level.
For projects specified in Points b, c, d and d, Clause 2, Article 1 of Resolution No. 258/2025/QH15: The compensation level for land is 1.5 times higher than the prescribed level.
The level of compensation for assets, investment costs in land, support and resettlement when the State recovers land shall be implemented according to regulations.
To be applied the above compensation level, it is necessary to meet the following criteria:
- Belonging to large and important projects in the Capital as stipulated in Clause 2, Article 1 of Resolution No. 258/2025/QH15 of the National Assembly.
- Belonging to the scope of land acquisition boundaries for the implementation of projects specified in Clause 1 of this Article.
- Only apply to projects that have just started implementing site clearance work after Resolution No. 258/2025/QH15 of the National Assembly takes effect.

Previously, in a submission sent to the City People's Council, the Hanoi People's Committee said that in the period 2026-2030, the city aims to achieve socio-economic growth at a double-digit threshold, form a new development driving force system, and enhance the Capital's position as the political, economic, and cultural center of the country. To realize these goals, the city needs to synchronously implement many groups of tasks, in which the focus is on accelerating the progress of large, important, and highly spreading investment projects, directly contributing to growth and improving urban quality.
Currently, the city is implementing large and important projects in the area according to the provisions of Clause 2, Article 1 of Resolution No. 258/2025/QH15, such as: Investment project to build Olympic sports urban area; Investment project to build the Red River scenic boulevard in Hanoi City; Investment project to build the Health - Elderly Health Care - Hanoi Medical University Complex in Hoang Mai ward; Investment project to build the Digital and Mixed Technology Park in Phu Dien ward and Tay Tuu ward...
Therefore, the issuance of the City People's Council's Resolution to implement Clause 4, Article 7 of Resolution No. 258/2025/QH15 is in accordance with regulations, necessary and an important legal basis for the city to implement land acquisition, compensation, support, and resettlement for large and important projects in the Capital in the fastest way, in accordance with regulations and to create high consensus among land users. Thereby contributing to the successful implementation of the city's socio-economic growth target that has been approved by the Central Government and the Executive Committee of the City Party Committee.
Clause 4, Article 7 of Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly stipulates: The City People's Council decides on criteria, levels of compensation, support, and resettlement when the State recovers land for project implementation in the city:
- For projects specified in Point a, Clause 2, Article 1 of this Resolution: Equal to 2 times the prescribed level;
- For projects not falling under the cases specified in Point a, Clause 2, Article 1 of this Resolution: Not exceeding 2 times compared to the prescribed level.
