The plan is built with the goal of creating clear changes in the awareness and actions of cadres, civil servants, and public employees; thoroughly overcoming limitations and weaknesses in working style; improving administrative discipline and order and the effectiveness and efficiency of state management. The city identifies taking people and businesses as the center of service, and at the same time promoting the application of information technology, digital transformation, and building a modern and professional administration.
The plan sets out specific targets in 2026: the rate of online conferences reaches at least 60%, reducing the number of conferences by at least 10%; the rate of handling administrative procedures in the digital environment and document digitization reaches 95% or more.
To achieve the set goals, the plan emphasizes 6 groups of key tasks and solutions. First of all, the city strengthens the leadership of Party committees, innovates thinking and direction methods, and turns the content of working style rectification into a regular task, associated with cadre training and fostering.
In addition, innovate and improve the quality of document development and promulgation. The city requires strict implementation of the drafting process in the direction of simplification, ensuring proper authority, order, and procedures; and at the same time strictly control power, prevent corruption and negativity, and strictly handle manifestations of "group interests", "local interests".
In the field of meetings, the city advocates strong innovation in a scientific and effective direction, reducing formality. Meetings will be strictly controlled in terms of composition, time, and content; strengthen online meetings, paperless meetings; do not reread reports, and spend time on discussion and problem-solving. Regulations on meeting time: for thorough conferences, no more than 1/2 day; professional conferences, no more than 1 day; important conferences that need discussion, no more than 1.5 days. At the same time, strengthen investment and upgrade the online meeting room equipment system, ensuring smooth connection from the central to the city and commune level.
The City People's Committee determines that promoting administrative reform and digital transformation is a key task. The city will complete the "one job - one lead agency" mechanism, ensuring 100% of documents exchanged in electronic form (except for confidential documents); standardize the reporting regime; deploy a system for managing documents and work files; research the application of virtual assistants to support public services; promote the provision of full online public services.
In parallel with that, Hai Phong strengthens administrative discipline and order by promoting inspection and examination of public duties, especially unexpected inspections; promptly rectify and strictly handle cases of violations, harassment, causing trouble for people and businesses or shirking responsibility. The results of the Plan implementation will be included in the criteria for evaluating and ranking cadres and annual emulation and commendation.
The City People's Committee assigned the Department of Home Affairs to take the lead in monitoring, urging, inspecting, periodically reporting and advising on solutions to remove difficulties and obstacles. Departments, branches, and localities are responsible for concretizing plans in accordance with reality, and are responsible to the City People's Committee for the implementation results.
