Pensions proposed to increase by 8% from July 1st

In the latest draft decree, the Ministry of Home Affairs only proposed 1 option to increase pensions and allowances from July 1, instead of 2 options as before.

The Ministry of Justice has announced the dossier for appraisal of the draft decree adjusting pensions, social insurance (BHXH) allowances and monthly allowances, which is drafted by the Ministry of Home Affairs.

In the draft decree, the Ministry of Home Affairs proposes to adjust to increase by 8% on the social insurance allowance and monthly allowance of June 2026 for specific subjects.

Implemented according to Conclusion No. 206-KL/TW of the Politburo and Report No. 06-TTr/DU of the Government Party Committee, this adjustment level ensures to compensate for the increase in the consumer price index in 2026 and 2025.

After adjusting according to the above adjustment level, specifically for retirees before 1995 with pensions, social insurance allowances and monthly allowances with a benefit level lower than 3,800,000 VND/month, it will continue to be adjusted as follows: Increase by 300,000 VND/person/month for those with a benefit level below 3,500,000 VND/person/month; increase to 3,800,000 VND/person/month for those with a benefit level from 3,500,000 VND/person/month to below 3,800,000 VND/person/month.

This content is consistent with the Party's viewpoints and policies in Resolution 28-NQ/TW on social insurance policy reform and the provisions of Law on Social Insurance No. 41/2024/QH15 on paying attention to adjustments for people retiring before 1995 with low benefits" - the Ministry of Home Affairs assessed.

The time to implement the adjustment of pensions, social insurance allowances and monthly allowances is from July 1, 2026, at the same time as implementing the adjustment to increase the base salary.

The total additional funding compared to 2025 is estimated at 10,773 billion VND, of which: The additional funding for the state budget source is estimated at 2,013 billion VND; the additional funding for the social insurance fund source is estimated at 8,760 billion VND.

At the end of March 2026, the Ministry of Home Affairs proposed two options for adjusting pensions, social insurance allowances and monthly allowances.

Option one, some groups are given an increase of 4.5% and an additional 200,000 VND/month compared to the benefit level of June 2026, while the remaining groups are given an increase of 8%.

The second option is to simultaneously increase by 8% on the benefit level of the month immediately preceding the adjustment time for all subjects subject to application.
