The 22nd session is the 9th session of the Hai Phong City People's Council in 2024. At the session, the City People's Council voted and unanimously passed 8 important and urgent resolutions, including: List of land plots for bidding for investment projects using land in the city in the period 2025 - 2026; 5-year land use plan (2021 - 2025).
The City People's Council approved projects and works that are expected to require land acquisition, projects that are expected to change the purpose of using rice fields, protective forest land, special-use forest land, and production forest land in the city. At the same time, it approved regulations on the authority to decide on approving tasks and budget estimates for purchasing assets and equipment; decentralizing the authority to decide on approving tasks and budgets for renovating, upgrading, expanding, and constructing new construction items in projects that have been invested in and constructed.
The delegates voted to approve the project to improve the organization and operation; the plan to supplement the charter capital until 2030 of the City Farmers Support Fund; to arrange and merge residential groups in Duong Kinh district. Along with that, they approved the investment policy of the project to invest in building the infrastructure of To Hieu Political School to meet standards; to adjust the investment policy of the project to invest in building a new dike to replace the Huu Lach Tray dike from Km14+350 to Km16+100, An Lao district.
Speaking at the closing session, Chairman of the City People's Council Pham Van Lap requested the City People's Committee to urgently direct the development and implementation of plans to organize the implementation of the City People's Council's resolutions to ensure timeliness, efficiency, economy and compliance with regulations.
