According to Resolution No. 1232/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Hai Phong City in the period of 2023 - 2025, effective from January 1, 2025, the Standing Committee of the National Assembly resolved to establish Thuy Nguyen City under Hai Phong City with 17 wards and 4 communes.
Pursuant to the Decisions of the Minister of Public Security on the arrangement of district-level police, Hai Phong City, Thuy Nguyen City Police was established on the basis of Thuy Nguyen District Police. Lieutenant Colonel Vu Van Thuong, Chief of Thuy Nguyen District Police, was appointed to hold the position of Chief of Thuy Nguyen City Police. Lieutenant Colonel Le Van Hieu, Lieutenant Colonel Vu Dinh Cuong, Lieutenant Colonel Tran Hoang Hanh, Lieutenant Colonel Nguyen Van Tan, and Lieutenant Colonel Pham Song Son all hold the position of Deputy Chief of Thuy Nguyen City Police.
The Ministry of Public Security also decided to organize the Investigation Police Agency of Thuy Nguyen City Police, including: General Investigation Team, Criminal Police Team, Economic and Drug Crime Investigation Police Team; arrange and consolidate 17 ward police stations and 4 commune police stations. The decisions take effect from January 1, 2025.
Previously, the Director of Hai Phong City Police Department issued decisions on the transfer, appointment, and assignment of positions to 126 commanders of professional teams, police stations, and police officers of communes and wards under Thuy Nguyen City Police Department.
