The new apparatus after the arrangement in Ho Chi Minh City will operate from April 1

Ho Chi Minh City strives to complete the arrangement and streamlining of the state agency apparatus to officially put the new apparatus into operation from April 1, 2025.

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the Ho Chi Minh City People's Committee Phan Van Mai at the meeting on the arrangement and streamlining of the state apparatus of the city. The meeting was attended by representatives of the City Party Committee's Organization Board, heads of departments, branches, and leaders of the Thu Duc City People's Committee, districts, and towns.

According to Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, arranging and streamlining the organization of state agencies in Ho Chi Minh City according to the general policy of the Politburo is an important and complicated task that affects the entire political system of the city.

Ho Chi Minh City strives to complete its tasks, stabilize the organization of state agencies in the city, and officially operate from April 1, 2025.

To achieve this goal, the Chairman of the Ho Chi Minh City People's Committee has assigned the heads of departments, branches, and sectors, together with the leaders of the Thu Duc City People's Committee, districts, and towns to urgently develop a project to reorganize the apparatus at their agencies and units. The deadline for completing and submitting the project to the Department of Home Affairs is before January 10, 2025.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to urgently: Synthesize the project to arrange and streamline the organization of state agencies in Ho Chi Minh City; advise and develop reasonable and appropriate regimes and policies for redundant cadres, civil servants and public employees in agencies and units after the arrangement; advise the Ho Chi Minh City People's Committee to report to the Party Committee of the Ho Chi Minh City People's Committee. These tasks must be completed before January 15, 2025.

At the 35th Conference of the Executive Committee of the Ho Chi Minh City Party Committee, term XI, at the end of December 2024, the Ho Chi Minh City Party Committee agreed on the plan to reduce the Ho Chi Minh City People's Committee from 21 departments to 15 departments (a reduction of nearly 30%).

Proposal to continue implementing the pilot project to establish a Department of Food Safety according to Resolution No. 98/2023/QH15, not included in this arrangement.

Administrative agencies reduced from 8 to 2. Public service units reduced from 35 to 32.

At the district level, after the reorganization, a specialized agency will be reduced to advise and assist the Party Committee. The People's Committee of Thu Duc City will reduce from 16 specialized departments to 14, while the districts will reduce from 12 specialized departments to 10.

Agencies and units in the Ho Chi Minh City political system are also required to proactively review and develop plans to reorganize and streamline their apparatus. The goal is to reduce 15% of internal units and have a roadmap to reduce staff according to regulations.

Recently, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed a decision to establish a Steering Committee to reorganize the state apparatus of Ho Chi Minh City and working groups to assist the Committee.

The Steering Committee has 48 members, headed by Chairman of the Ho Chi Minh City People's Committee Phan Van Mai. The Standing Deputy Head is Ms. Van Thi Bach Tuyet - Head of the Organization Board of the Ho Chi Minh City Party Committee.

The remaining Deputy Heads are 5 Vice Chairmen of the HCMC People's Committee and the Director of the Department of Home Affairs. The members of the Steering Committee are directors of departments, branches, sectors, and public service units under the HCMC People's Committee.

In addition, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai also established a working group to assist the Steering Committee in restructuring the apparatus, headed by Mr. Nguyen Bac Nam - Deputy Director of the Department of Home Affairs. The working group to assist in building and resolving regimes and policies is headed by Ms. Nguyen Thi Hong Tham - Deputy Director of the Department of Home Affairs.
