Accordingly, the Standing Committee of the City People's Council decided to convene delegates of the City People's Council to attend the 2nd Session (specialized session) of the 17th City People's Council, term 2026 - 2031. The 2nd session (specialized session) will consider and give opinions on the following contents: Adjustment and supplementation of the city's public investment plan for 2026; list of projects and works that must recover land in the city; list of small and narrow land areas managed and used by organizations, households, and individuals, located interspersed in residential areas before investigation, survey, measurement, inventory, verification of land origin, assets attached to land according to Clause 7, Article 6 of Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly (phase 1); policy of converting forest use purposes to other purposes to implement the Hanoi - Quang Ninh high-speed railway project in Hai Phong city and policy of approving the "Project to consolidate the Hai Phong City Farmers Support Fund on the basis of merging the Hai Duong Provincial Farmers Support Fund into the Hai Phong City Farmers Support Fund".
The City People's Council also considered and approved the Project to establish the Hai Phong City Cooperative Development Support Fund on the basis of merging the Hai Phong City Cooperative Development Support Fund and the Hai Duong Provincial Cooperative Development Support Fund; regulations on the city's annual gift regime for policy beneficiaries on the occasion of Tet Nguyen Dan, War Invalids and Martyrs' Day July 27, National Day September 2; wishing longevity and celebrating the longevity of the elderly.
The meeting also considered and approved the supplementation of operating functions and charter capital for the Hai Phong City Development Investment Fund to perform the tasks of the local Housing Fund; approving the final settlement of state budget revenue in the area; final settlement of local budget revenue and expenditure in 2025. At the same time, consider and approve regulations on the rate of deduction of money into the local Housing Fund in Hai Phong city.
