Reform of administrative procedures and improvement of the investment and business environment have been promoted. Assigned to pilot the model of one-level public administrative service centers under the Provincial People's Committee in Hanoi, Ho Chi Minh City, Quang Ninh, and Binh Duong.
In addition, organizational reform was implemented drastically and there were many positive changes. To date, 33 ministerial-level public service units have been reduced. It is expected that in 2024, there will be a reduction of 72 public service units under the authority of the Prime Minister.
Localities have reduced 10 department-level organizations under the Provincial People's Committee and 8 department-level organizations under the district People's Committee. In addition, 53 provinces and cities arranged 49 district-level units and 1,247 commune-level units.

The salary policy reform has had positive results, officially increasing the base salary from 1.8 million VND to 2.34 million VND effective from July 1. In the first 6 months of the year, 139 officials, 432 civil servants and 767 public employees were disciplined.
State budget revenue in 6 months reached 60% of estimate, up 15.7%; has accumulated about 700,000 billion VND from increased revenue and saved State budget expenditures to use for base salary increases, pensions, and benefits from July 1.
At the meeting, the Prime Minister took roll call and praised some good examples such as Hanoi, Da Nang, Quang Tri, Hau Giang, Binh Phuoc, Ba Ria - Vung Tau, Khanh Hoa, and the State Bank. , Ministry of Transport, Ministry of Finance... in administrative reform.
