Speaking at the session, Chairman of the City People's Council Le Van Hieu emphasized that, with practical experience from the working position of the City People's Council delegates themselves, delegates should promote and uphold the spirit of responsibility, carefully study the dossiers so that the resolutions issued are truly highly feasible, create social consensus and soon go into life, meeting the development requirements of the city in the new period.
At the session, delegates discussed and unanimously voted to pass 13 draft resolutions, including:
1. Adjusting and supplementing the city's public investment plan for 2026.
2. Approving the final settlement of state budget revenue in the area; final settlement of local budget revenue and expenditure in 2025.
3. Approving the list of projects and works that must recover land in the city.
4. Policy approval of "Project to consolidate the Hai Phong City Farmers Support Fund on the basis of merging the Hai Duong Provincial Farmers Support Fund into the Hai Phong City Farmers Support Fund".
5. Approving the Project to establish the Hai Phong City Cooperative Development Support Fund on the basis of merging the Hai Phong City Cooperative Development Support Fund and the Hai Duong Provincial Cooperative Development Support Fund.
6. Approving the order and procedures for implementing the first land price adjustment in the city in Resolution No. 85/NQ-HĐND dated December 11, 2025 of the City People's Council.
7. List of small and narrow land plots managed and used by organizations, households, and individuals, located interspersed in residential areas, carried out before investigation, survey, measurement, inventory, verification of land origin, assets attached to land according to Clause 7, Article 6 of Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly (phase 1).
8. Supplementing operational functions and charter capital for the Hai Phong City Development Investment Fund to perform the tasks of the local Housing Fund.
9. Regulations on the rate of deduction of money into the local Housing Fund in Hai Phong city.
10. Policy on changing the purpose of forest use to other purposes to implement the Hanoi - Quang Ninh high-speed railway project in Hai Phong city.
11. Regulations on the city's annual gift regime for policy beneficiaries on the occasion of Lunar New Year, War Invalids and Martyrs' Day July 27, National Day September 2; wishing longevity and celebrating the longevity of the elderly.
12. Regulations on allowance levels for each title of non-specialized personnel in villages and residential groups; concurrent positions, allowance levels for concurrent positions; number, titles, and monthly support levels for people participating in activities in villages and residential groups in Hai Phong city.
13. Funding support from local budget sources to implement the investment in the construction of the Headquarters Project of the Military Command of Hai Phong City/Military Region 3.
