The 5th session (specialized session) of the XVII term, term 2026 - 2031 will open at 8:00 AM on September 25th at the City Conference - Performance Center.
At this session, the 17th City People's Council will give opinions on: Adjusting the List of land plots for bidding for land-using investment projects in Hai Phong city in the period 2025 - 2026 and approving the list of land plots for bidding for land-using investment projects in Hai Phong city in the period 2026 - 2030; adjusting and supplementing the City's Public Investment Plan for 2026; adjusting and supplementing the list of projects and works that must recover land in the city.
The City People's Council also considered and approved specific regulations on prices for medical examination and treatment services at state-owned medical examination and treatment facilities under the management of Hai Phong city; regulations on the content and level of management expenditure and implementation of science, technology and innovation activities using the state budget of Hai Phong city; regulations on policies to support training in some professions in Hai Phong city in the period 2026-2030; approval of charter capital and additional charter capital allocated to the Hai Phong City Land Development Fund; approval of charter capital and additional charter capital until the end of 2030; list of investment and lending fields for the period 2026-2030 of the Hai Phong City Development Investment Fund.
The session will also approve the investment policy decision for the Investment Project for the East-West connecting road of Hai Phong city; investment policy for the project to renovate and upgrade the Sat River embankment section from Cay bridge to Cat bridge; investment policy decision for the Ninh Binh - Hai Phong expressway construction project (CT. 08), section through Hai Phong city and 9 km in Thai Binh province (now Hung Yen province) - completing the expressway and the connecting section of provincial road 353.
