Implementing Official Dispatch No. 6241/BGDĐT-VP dated September 15, 2026 of the Ministry of Education and Training on strengthening inspection, establishing a hotline to receive feedback on overcharging, organizing tutoring not in accordance with regulations and strictly handling violations, Vice Chairman of the City People's Committee Dao Trong Duc assigned the Department of Education and Training, People's Committees of communes, wards, special zones and principals of kindergartens and general schools to publicize phone numbers to receive feedback on overcharging, organizing tutoring not in accordance with regulations; strengthen inspection, receive feedback and strictly handle violations (if any).
The Department of Education and Training shall preside over and coordinate with the People's Committees of communes, wards, special zones and relevant agencies to report and provide results of the establishment and operation of the hotline information system to receive feedback on overcharging and organizing tutoring not in accordance with regulations as required by the Ministry of Education and Training, and report to the Ministry of Education and Training and the City People's Committee before September 25, 2026.
Publicizing hotlines, strengthening inspection, receiving and handling feedback to promptly rectify improper collections and tutoring and extra classes, ensuring strict implementation of regulations in the field of education.
Previously, the Department of Education and Training also proposed that localities strengthen the management, inspection, and supervision (exceptionally) of tutoring and extra classes in the area according to their assigned functions, tasks and authority (especially tutoring facilities outside the school in the area).
Educational institutions must absolutely not use any form to force students to take extra classes at school and outside of school. For elementary school students, do not organize extra classes (except for cases of fostering arts, sports, life skills training), do not pre-teach the program. For preschool children, do not pre-teach the grade 1 program for 5-year-olds.
The Principal is responsible for managing teachers under management in complying with regulations on tutoring and extra classes; establishing a hotline to receive feedback at the unit, completing before September 25, 2026; promptly handling according to their authority or reporting and proposing to competent authorities to handle when violations are detected. The Principal is responsible to competent management agencies and to the law within the scope of management responsibility assigned.
Proactively coordinate and provide information to local authorities in the management, inspection, and supervision of extra classes outside the school in the area (especially extra classes outside the school related to teachers and students of the unit); promptly report and propose to competent authorities to handle violating organizations and individuals according to regulations.
