On the morning of September 7, Prime Minister Pham Minh Chinh chaired the regular Government meeting for August 2024 with many important contents.
According to the Government Office, in his concluding remarks, the Prime Minister summarized that the socio-economic situation has achieved positive and comprehensive results in all areas.
In particular, the major goals of stabilizing the macro economy, promoting growth, controlling inflation, ensuring major balances, controlling budget deficit, public debt, government debt, and foreign debt have been basically achieved; 15/15 main socio-economic development targets for the whole year 2024 can be completed and exceeded in a difficult context.
The Prime Minister requested to continue prioritizing growth, striving for higher growth in 2024 and 2025 to make up for the previous 3 years of the term.
To prioritize growth, the Prime Minister requested proactive, flexible, timely and effective monetary policy management; synchronous, harmonious and close coordination with reasonable, focused and key expansionary fiscal policy and other macroeconomic policies.
The State Bank focuses on stabilizing exchange rates, striving to reduce lending interest rates, continuing to increase access to credit capital, focusing on priority sectors, and striving for annual credit growth of about 15%.
The Ministry of Natural Resources and Environment shall preside over, review, and reduce administrative procedures, handle issues related to land prices, and difficulties related to the implementation of the Land Law.
Urgently establish a Working Group to promote the implementation of Conclusion No. 77 of the Politburo on Project 153 (regarding the resolution and removal of difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities) headed by Permanent Deputy Prime Minister Nguyen Hoa Binh.
Agencies must prepare carefully, assess the impact, and have a roadmap to adjust prices appropriately for services managed by the State, without increasing them all at once or abruptly.
The Ministry of Finance effectively implements policies to extend and reduce taxes, fees, and charges. Promotes revenue increase, cost savings, accurate, full, and timely collection, expands the collection base, especially applying electronic invoices generated from cash registers.
In addition, exploiting fiscal policy space, research to mobilize an additional 100,000 billion VND in bonds for investment in strategic infrastructure development.
The Ministry of Transport focuses on promoting three railway lines connecting with China and reporting to competent authorities on the North-South high-speed railway, some urban railway lines of Hanoi, Ho Chi Minh City, etc.
Regarding social security, the Prime Minister requested to closely monitor the developments of natural disasters, storms and floods, respond promptly and effectively, and minimize damage; do a good job of supporting and overcoming the consequences of storm No. 3; ensure timely rice support, and ensure that no one goes hungry or cold.
The Ministry of Home Affairs coordinates with relevant ministries, branches and agencies to review subjects within the scope of State management (especially with some subjects of civil servants, preschool teachers, and officials in the health sector) to ensure harmonious, balanced and suitable policies for labor force, in the overall context of salary reform.
Complete the arrangement of administrative units at district and commune levels by the end of this year. Strengthen national defense and security potential; promote the fight against corruption and negativity; improve the effectiveness of foreign affairs and international integration.
