On July 14, information from the Department of Youth Affairs and Gender Equality (Ministry of Home Affairs) said that in the past time, the Party and State have issued many regimes and policies for youth volunteers who completed their tasks in the resistance war, participated in the war to protect the Fatherland and performed international duties.
Accordingly, the regime and policies for youth volunteers who sacrificed, were injured, or were infected with chemical toxins are implemented according to the provisions of law on preferential treatment for people with meritorious services to the revolution.
For surviving youth volunteers and deceased youth volunteers, one-time allowances, monthly allowances, health insurance and funeral allowances when youth volunteers die are implemented according to the regulations of the Government and the Prime Minister.
The Department of Youth Affairs and Gender Equality is assigned by the leaders of the Ministry of Home Affairs to advise on the implementation of a one-time, monthly allowance regime for centralized youth volunteers according to Decision No. 40/2011/QD-TTg of the Prime Minister and grassroots youth volunteers in the South according to Decree No. 112/2017/ND-CP of the Government.
According to incomplete reports from localities as of December 2023, 88,009 youth volunteers have been granted one-time allowances with a total amount of more than 214.6 billion VND. Among them, youth volunteers concentrated according to Decision No. 40/2011/QD-TTg are 86,742 people, and grassroots youth volunteers in the South according to Decree No. 112/2017/ND-CP are 1,267 people.
Regarding the one-time allowance regime for relatives of youth volunteers, 26, 219 people were resolved with a total amount of more than 87.7 billion VND. Among them, relatives of youth volunteers concentrated according to Decision No. 40/2011/QD-TTg are 26, 176 people, and relatives of grassroots youth volunteers in the South are 43 people.
Also according to data from the Ministry of Home Affairs, there are 10,852 cases resolved for funeral allowance with a total amount of over 87.2 billion VND. Among them, youth volunteers concentrated according to Decision No. 40/2011/QD-TTg are 10,753 people, and grassroots youth volunteers in the South according to Decree No. 112/2017/ND-CP are 99 people.
Regarding the monthly allowance regime, as of April 2025 (according to data reported by localities as a basis for proposing and submitting for promulgation Decree No. 344/2025/ND-CP), 3,277 people have been resolved. Among them, youth volunteers concentrated according to Decision No. 40/2011/QD-TTg are 3,248 people, and grassroots youth volunteers in the South according to Decree No. 112/2017/ND-CP are 29 people.
