Youth volunteers officially receive increased monthly allowances

2 groups of youth volunteers are entitled to adjusted monthly allowances equal to 2 times the standard level of social assistance according to current regulations.

The Government has just issued Decree No. 344/2025/ND-CP dated December 29, 2025, adjusting the monthly allowance level for youth volunteers who completed tasks in the resistance war and grassroots youth volunteers in the South who participated in the resistance war in the period 1965-1975.

Subjects adjusting allowance levels

Decree 344/2025/ND-CP clearly states that the subjects of adjusting the allowance level include:

1. Youth volunteers who are receiving monthly allowances according to Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister stipulating the regime for youth volunteers who have completed their tasks during the resistance war.

2. Youth volunteers are receiving monthly allowances according to Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government stipulating regimes and policies for grassroots youth volunteers in the South who participated in the resistance war in the period 1965-1975.

Subsidy level and time of adjustment

Decree 344/2025/ND-CP adjusts monthly allowances to be 2 times the standard level of social assistance according to current regulations.

This monthly allowance level is applied from July 1, 2025. In case the above-mentioned youth volunteer has passed away since July 1, 2025 but has not been adjusted for allowances according to this Decree, the funeral organizer is entitled to retroactively recover the difference due to the adjustment of allowances from July 1, 2025 to the month the youth volunteer passed away.

This Decree takes effect from February 15, 2026.

Decision No. 29/2016/QD-TTg dated July 5, 2016 of the Prime Minister adjusting the monthly allowance regime for youth volunteers who have completed their tasks in the resistance war and the monthly allowance level specified in Article 5 of Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government on regimes and policies for grassroots youth volunteers in the South participating in the resistance war in the period 1965-1975 expires from February 15, 2026.

The standard social assistance level applied from July 1, 2024 is 500,000 VND/month (according to Decree No. 76/2024/ND-CP dated July 1, 2024 of the Government).

Thus, from July 1, 2025, the monthly allowance level for youth volunteers will increase from 540,000 VND/month (according to Decision No. 29/2016/QD-TTg and Decree No. 112/2017/ND-CP) to 1 million VND/month.
