The Ministry of Home Affairs has drafted a Report summarizing the implementation of Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government on the regime for grassroots youth volunteers (TNXP) in the South participating in the resistance war in the period 1965 - 1975.
As of December 31, 2023, according to incomplete report data from 63 provinces and cities (before the merger), the total number of grassroots youth volunteers in the South who have been settled for policies and regimes according to Decree No. 112/2017/ND-CP is 2,553 people with a total amount paid of about 1.948 billion VND.
The number of subjects considered for monthly allowance benefits is 29 people; The number of subjects considered for one-time allowance benefits is 1,267 people; The number of relatives of deceased youth volunteers who have been granted allowance benefits is 43 people;
The number of Youth Volunteers approved to enjoy health insurance benefits is 1,115 people; The number of relatives of deceased Youth Volunteers who are granted funeral allowances is 99 people.
The Ministry of Home Affairs said that levels and sectors have paid attention to directing and promptly implementing Decree No. 112/2017/ND-CP.
The implementation of the Decree has shown the deep concern of the Party, State and the whole society for people with meritorious services, consolidating people's trust in the country's social policies.
Propaganda and organization of implementation have been organized synchronously, consistently, regularly and effectively by Party committees and authorities at all levels in coordination with mass organizations and the Association of Former Youth Volunteers, creating high consensus in implementing policies and regimes for Youth Volunteers.
The allowance regime stipulated in Decree No. 112/2017/ND-CP has been received by former Youth Volunteers and relatives of former Youth Volunteers.
The Ministry of Home Affairs has closely coordinated with relevant agencies to promptly answer arising problems at the request of localities; Former Youth Volunteers Associations at all levels have promoted the role of historical witnesses in coordinating the verification and appraisal of dossiers of former Youth Volunteers; People's Committees of provinces and cities directly under the Central Government have directed and effectively implemented regulations on allowance regimes for Youth Volunteers, helping to solve regimes and policies for Former Youth Volunteers effectively, ensuring the right subjects and progress, actively contributing to solving gratitude policies for Youth Volunteers participating in the resistance war.
Notably, TNXP who no longer have original papers are facilitated in preparing dossiers to request one-time allowances, which is consistent with the history and characteristics of TNXP, creating excitement and high consensus within TNXP participating in the resistance war.
In order to adjust the monthly allowance level for Youth Volunteers in accordance with socio-economic development conditions; ensure correlation with current policies for people with meritorious services, social protection beneficiaries, practically contributing to improving life and reducing difficulties for Youth Volunteers participating in the resistance war, the Ministry of Home Affairs has advised the Government to issue Decree No. 344/2025/ND-CP dated December 29, 2025 adjusting the monthly allowance level to 2 times the standard social assistance level according to current regulations (1,000,000 VND/month, about 1.85 times higher than the old level of 540,000 VND/month).
