Using VNeID is exempt from motorbike registration fees, 50% discount for cars from August 15th

From August 15th, people who use VNeID and meet the prescribed conditions will enjoy many policies such as a 50% reduction in registration fees for cars and 100% for motorbikes.

This content is mentioned in Resolution No. 66/22/2026/NQ-CP of the Government on the development of digital citizens. The Resolution takes effect from August 15 to February 28, 2027.

According to the Resolution, citizens have the right to manage the exploitation and use of their personal data, have access to and use digital services and are protected by law against acts that infringe upon their legitimate rights and interests in the digital environment.

Citizens are entitled to policies of exemption and reduction of fees and charges when using online public services and other policies according to legal regulations.

The Government stipulates that citizens who complete the integration of 5 types of basic information and documents on the VneID application and complete administrative procedures that meet the prescribed conditions will be exempted or reduced from the corresponding fees and charges of that administrative procedure.

Citizens who complete the successful integration of Vehicle Registration Certificates of vehicles and 5 types of basic information and documents on the VNeID application; carry out registration for re-issuance, re-issuance, temporary registration of vehicles through online public services, will be exempt from registration fees and license plates for road motor vehicles.

Citizens using electronic identification accounts complete the integration of 5 types of basic information and documents on the VNeID application; register for renewal and re-issuance of ID cards through online public services, and are exempt from fees for renewal and re-issuance of ID cards.

The Resolution also stipulates a 10% reduction in registration fee collection for houses and land received for transfer when registering ownership and use rights (only applied once in 1 year, the maximum reduction is not more than 5 times the base salary at the time of registration fee declaration) for citizens using level 2 electronic identification accounts, implementing registration fee declaration and payment by electronic method according to the guidance of the tax authority.

Notably, the Government stipulates a 50% reduction in registration fee collection for automobiles, a 100% reduction in registration fee collection for motorbikes when registering ownership (only applied once in 1 year, not exceeding 5 times the base salary at the time of registration fee declaration), when citizens use level 2 electronic identification accounts, declare and pay registration fees electronically according to the guidance of the tax authority.

To enjoy these policies, citizens need to meet one of the following conditions: Having successfully integrated personal tax identification number information, vehicle registration information, property ownership of the transferor and 5 types of basic information and documents on the VNeID application.

The Government affirms that the application of incentive policies in this resolution does not restrict the legitimate rights and interests of citizens in choosing access methods, performing administrative procedures, and public services according to the provisions of law.

According to the Government's resolution, the managing agency, operating the electronic identification and authentication system and managing and developing national identification applications is the Department of Police for Administrative Management of Social Order - Ministry of Public Security.

Notably, according to the resolution, the Government stipulates that October 15th every year is Vietnam Digital Citizens' Day.
