Reducing a series of units
Mr. Dinh Nguyen Vu - Secretary of Que Son district said that from March 1, 2025, Que Son District People's Committee has 9 specialized agencies (reducing 2 agencies) including: Office of the People's Council and District People's Committee; Department of Home Affairs; Department of Justice; Inspectorate; Department of Finance - Planning; Department of Economics, Infrastructure and Urban Areas; Department of Agriculture and Environment; Department of Culture, Science and Information; Department of Education and Training.
Similarly, Hoi An City People's Committee reduced 2 specialized departments and 1 public service unit; Duy Xuyen District People's Committee still has 13 specialized departments and public service units (reduced 2 specialized agencies, reduced 1 public service unit); Nam Tra My District People's Committee and Nam Giang District People's Committee both reduced 2 departments, down to 10 specialized departments after the arrangement... The remaining localities are expected to reduce at least 2 departments after the merger.

For the provincial government sector, before February 20, 2025, Quang Nam will implement a reorganization plan to reduce from 19 department levels to 13 units (equivalent to 31.6%). The number of units at the department level is streamlined at 21.6%. The number of units inside public service units under the Provincial People's Committee is streamlined by 18.7%.
According to Chairman of the Quang Nam Provincial People's Committee Le Van Dung, streamlining the apparatus associated with streamlining the payroll is an inevitable trend.
"The Provincial People's Committee pays special attention to implementing staff streamlining in a fair, objective and transparent manner, for the common good, avoiding negative thoughts within the province. To make a lean but strong apparatus, not for personal or local interests but to retain the weak, ignoring the talented" - Mr. Le Van Dung emphasized.
Proposal to add staff at the arrangement agency
At a recent conference on opinions on the draft to reorganize and perfect professional agencies organized by the Vietnam Fatherland Front Committee of Thang Binh district, Mr. Nguyen Huu Hiep - Chairman of the Association for the Promotion of Education of Thang Binh district said that the district does not have ethnic minorities, so it proposed to remove the management of ethnic work from the functions and tasks of the district Department of Internal Affairs.

The District People's Council and People's Committee Office performs the function of advising and assisting the District People's Committee in state management of health care, but there are no staff with expertise in health care, but only part-time staff.
For the district's Economic and Infrastructure Department, there are 4 civil servants in charge. It is expected to receive 2 more functions and tasks: inspection, consultation on handling administrative violations in the fields of construction order, road and railway traffic from the District Urban - Project Management Board; receive industrial cluster management from the Land Fund Development and Industry - Services Center.
"When we take on additional tasks but do not assign people, it will be difficult. Therefore, it is recommended to assign an additional staff to the department to perform the task" - Ms. Nguyen Thi Thu, Deputy Head of the District Economic and Infrastructure Department proposed.

The leader of the Vietnam Fatherland Front Committee of Thang Binh district said that he would recommend that the drafting agency consider increasing it from 1 to 2 deputy levels out of the total 7 positions assigned to the Department of Culture, Science and Information and adding one position that does not hold a leadership position to the Department of Infrastructure Economics and Urban Areas, to facilitate the work.
