The Ho Chi Minh City Party Committee Office has just issued a notice of the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee on the policy of establishing the Department of Planning and Architecture of Ho Chi Minh City.
Previously, on September 17, the Standing Committee of the City Party Committee listened to the Party Committee of the Ho Chi Minh City People's Committee report and propose the re-establishment of this Department.
After discussion, the Standing Committee of the City Party Committee agreed on the policy of establishing the Department of Planning and Architecture of Ho Chi Minh City on the basis of separating functions and tasks from the Department of Construction of Ho Chi Minh City.
According to the conclusion, the Party Committee of the Ho Chi Minh City People's Committee was assigned the task of leading the Ho Chi Minh City People's Committee to direct the Department of Home Affairs to coordinate with the Department of Construction and relevant agencies to carefully review, clearly state legal regulations and the necessity of establishing the Department of Planning and Architecture.
The Standing Committee of the Ho Chi Minh City Party Committee noted the organization of the Department of Planning and Architecture, including 6 professional departments and 3 public service units.
The Ho Chi Minh City People's Committee synthesized and reported to the Party Committee of the Ho Chi Minh City People's Committee for consideration and submitted to the Standing Committee of the City Party Committee for comments.
This process needs to be closely coordinated with the Party Committee of the National Assembly Delegation and the Ho Chi Minh City People's Council, the Standing Committee of the Ho Chi Minh City People's Council and the Committees of the Ho Chi Minh City People's Council to carry out the review, appraisal process, submit to the Ho Chi Minh City People's Council for consideration and approval at the thematic session in September 2025.
The Department of Planning and Architecture of Ho Chi Minh City was first established in 2002 from the Department of Chief Architect of Ho Chi Minh City.
In February 2025, when implementing the restructuring of the apparatus, the Ho Chi Minh City People's Council approved the policy of merging this Department into the Department of Construction.
At the 4th Ho Chi Minh City Party Executive Committee Conference (term 2020-2025) on September 15, Ho Chi Minh City Party Committee Secretary Tran Luu Quang said that the merger of the Department of Planning and Architecture into the Department of Construction at the beginning of this year did not fully anticipate the workload and development scale of Ho Chi Minh City, when the city expanded nearly 7,000 km2 with a population of more than 14 million people.
Ho Chi Minh City needs a specialized agency with sufficient capacity and resources to comprehensively undertake planning and architectural work.
According to the Secretary of the Ho Chi Minh City Party Committee, the city is urgently developing a comprehensive Socio-Economic Development Plan as a basis to attract strategic investors, while implementing sectoral and infrastructure plans.
Mr. Tran Luu Quang suggested implementing these plans at the same time, and can hire international consultants using socialized capital, but a specialized department is needed to advise and coordinate effectively.
