According to Mr. Tran Luu Quang, the Standing Committee of the City Party Committee has decided to separate the Department of Planning and Architecture from the Department of Construction. This is an authority under Ho Chi Minh City, and there is no need to seek opinions from higher-level agencies.
"After the merger, the stature of Ho Chi Minh City has increased, there needs to be a specialized agency with sufficient capacity and qualifications to solve the city's planning problems" - Mr. Tran Luu Quang emphasized.
The head of the Ho Chi Minh City Party Committee said that the current focus is on planning socio-economic development for the new Ho Chi Minh City with a scale of 14 million people, nearly 7,000 km2.
This requires hiring foreign consultants and mobilizing social resources from businesses. At the same time, other plans such as construction, infrastructure, etc. must also be implemented in parallel, without waiting for the overall plan to be completed to begin.
"There can be many approaches, but the important thing is to do it at the same time to soon have a complete planning system, thereby orienting development, attracting investment and promoting the implementation of public projects" - Secretary of the Ho Chi Minh City Party Committee said.
Previously, at the 21st session of the 10th term of the Ho Chi Minh City People's Council (February 2025), the city passed a resolution on the establishment and reorganization of a number of specialized agencies under the People's Committee.
The Ho Chi Minh City Department of Construction was established on the basis of merging the Department of Construction and the Department of Planning and Architecture; at the same time, the Department of Transport was established as a public authority from the reorganization of the Department of Transport, receiving additional functions of technical infrastructure management.
However, immediately afterwards, the Central Party Office issued Official Letter No. 14020-CV/VPTW, conveying the direction of the Standing Committee of the Secretariat, requesting Ho Chi Minh City to merge the Department of Transport and the Department of Construction, and at the same time establish the Department of Planning and Architecture on the basis of separating the planning and architecture management function from the Department of Construction.
In fact, Ho Chi Minh City has decided to merge the Department of Transport and the Department of Construction into a unified Department of Construction, but has not yet separated the Department of Planning and Architecture.
