Accordingly, at the 41st Session, the National Assembly Standing Committee gave opinions on the preparation for the 9th Extraordinary Session and concluded as follows:
The National Assembly Standing Committee highly appreciated the proactive and responsible spirit of the Government, National Assembly agencies, the National Assembly Secretary General and relevant agencies who have made great efforts, actively and closely coordinated in preparing for the Session.
The National Assembly Standing Committee basically agreed with the Report of the Secretary General of the National Assembly on the preparations for the 9th Extraordinary Session and the expected content and agenda of the Session; at the same time, agreed to prioritize submitting to the National Assembly for consideration and decision on contents related to the implementation of organizational restructuring according to the direction of competent authorities.
The Government is requested to direct agencies to continue to carefully review and promptly complete the dossiers of contents under the authority of the National Assembly to submit at the 9th Extraordinary Session.
In particular, focus on prioritizing contents that closely follow the direction of the Party Central Committee, Politburo, Secretariat, and Central Steering Committee on summarizing Resolution No. 18-NQ/TW.
Pay attention to ensuring the constitutionality, legality and consistency of the legal system to perfect and synchronize institutions to serve the effective implementation of the policy of restructuring the apparatus.
For draft laws and draft resolutions on legal norms, it is recommended to direct agencies to simultaneously prepare documents to supplement the 2025 Law and Ordinance Development Program.
Propose to direct the sending of documents on contents expected to be submitted to the National Assembly at the 9th Extraordinary Session to National Assembly agencies for review and submission to the National Assembly Standing Committee for comments.
Receive and complete documents and send them to National Assembly deputies before the opening of the Session within the time limit prescribed in the Law on Promulgation of Legal Documents, the Law on Organization of the National Assembly, the Rules of Procedure for National Assembly Sessions, the Working Regulations of the National Assembly Standing Committee and relevant legal documents.
Assign the Standing Committee of the Nationalities Council, the Committees of the National Assembly, the Committees under the Standing Committee of the National Assembly and the Office of the National Assembly: Actively implement the tasks according to Resolution No. 1339/NQ-UBTVQH15 dated December 28, 2024 of the Standing Committee of the National Assembly.
Actively coordinate, regularly monitor and urge Government agencies to prepare documents and files to submit to the National Assembly at the 9th Extraordinary Session, and promptly organize research, review and participate in the review as soon as the Government sends the documents.
Assign the Standing Committee of the Law Committee to advise on the preparation of documents of the National Assembly Party Delegation to report to the Politburo on the expected contents to be submitted to the National Assembly for consideration and decision at the 9th Extraordinary Session, and send them to the Central Party Office on January 9, 2025 to serve the Politburo meeting.
Assign the Office of the National Assembly Party Delegation to coordinate with the Office of the Government Party Committee to urgently advise on organizing a joint meeting between the National Assembly Party Delegation and the Government Party Committee to discuss and agree on the content and preparations for the Session.
Assign the Secretary General of the National Assembly to receive opinions at the Session, coordinate closely with relevant agencies, continue to complete the expected program of the 9th Extraordinary Session of the 15th National Assembly, advise on convening the Session and submit to the National Assembly for consideration and approval of the Session program at the Preparatory Session.
