This morning (January 6), the National Assembly Standing Committee opened its 41st session. Speaking at the opening of the session, Politburo member and National Assembly Chairman Tran Thanh Man stated that this was the first session of 2025.
The National Assembly Chairman said that the 41st session of the National Assembly Standing Committee will last nearly 2 days with important contents.
Accordingly, the National Assembly Standing Committee gave opinions on the explanation, acceptance and revision of four draft laws including the Law on Digital Technology Industry; the Law on Employment (amended); the Law on amending and supplementing a number of articles of the Law on Advertising; and the Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
At the meeting, the National Assembly Standing Committee will consider and approve a joint resolution detailing the organization of meetings with voters between National Assembly deputies and People's Council deputies.
Resolution of the National Assembly Standing Committee regulating the implementation of democracy within the agencies of the National Assembly, agencies under the National Assembly Standing Committee, and agencies of People's Councils at all levels (detailing Clause 2, Article 84 of the Law on Implementation of Democracy at Grassroots Level).
At the same time, give opinions on the National Assembly's thematic supervision outline on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect". Consider the National Assembly's report on people's petitions in December 2024.
The National Assembly Standing Committee also gave opinions on preparations for the 9th extraordinary session of the 15th National Assembly at the end of February 2025.
The National Assembly Chairman suggested that the National Assembly Standing Committee continue to promote the spirit of the 8th Session, closely following the innovative thinking in law-making on only regulating in the law the contents under the authority of the National Assembly.
Ensure effective implementation of Regulation 178-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.
The National Assembly Chairman noted that the workload in 2025 is huge, so we need to focus on the extraordinary session first.
Accordingly, this session must complete and pass Resolutions to serve the summary of Resolution 18-NQ/TW on streamlining the apparatus, operating effectively, efficiently and effectively in the coming time.
National Assembly Chairman Tran Thanh Man emphasized that this is the direction of General Secretary To Lam as well as the Politburo.
"We cannot say that we will only meet for 2 or 3 days, but we must do the content of the organizational arrangement right away" - the National Assembly Chairman clearly stated.
According to the National Assembly Chairman, regarding the arrangement and streamlining of the apparatus, the National Assembly must amend the Law on Promulgation of Legal Documents, the Law on Organization of the National Assembly, the Law on Organization of the Government, the Law on Organization of Local Governments and possibly nearly 300 laws related to specialized fields and organizations.
The Ministry of Justice has concluded that there are about 4,922 documents, decrees, and circulars related to adjusting and rearranging the administrative apparatus. This is an extremely large amount of work.
From there, National Assembly Chairman Tran Thanh Man suggested that the National Assembly Standing Committee take the initiative in all work to present the contents according to the program, in the spirit of "playing the right role, knowing the lesson" such as organizing a National Assembly forum, and possibly organizing an additional conference of full-time National Assembly deputies.
From the lessons learned from the 8th Session, the National Assembly Chairman proposed to seriously draw lessons on ensuring the time for submitting draft laws and resolutions for comments and submission to the National Assembly for study and discussion.
