After 1.5 days of serious work, the 41st Session of the National Assembly Standing Committee completed the proposed program content.
Speaking at the closing session, National Assembly Chairman Tran Thanh Man said that at the session, the National Assembly Standing Committee gave opinions on accepting and revising four draft laws: the Law on Digital Technology Industry; the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; the Law amending and supplementing a number of articles of the Law on Advertising; and the Law on Employment (amended).
The National Assembly Chairman requested that National Assembly agencies closely coordinate with the Government's drafting agencies to closely follow the conclusions of the National Assembly Standing Committee at meetings to continue revising and perfecting the drafts to ensure they are convincing enough to submit to the National Assembly for consideration and approval.
“I request that you, comrades, fully accept the opinions of the National Assembly Standing Committee; the verification agency together with the drafting agency must adhere to this conclusion for consideration. If there are any issues that need to be resolved by the Government leaders, the National Assembly Chairman, or the National Assembly Vice Chairman, we are ready to arrange schedules outside of working hours, on Saturdays and Sundays to review the contents with different opinions,” the National Assembly Chairman emphasized.
The National Assembly Chairman requested the Delegation Work Committee and the People's Aspirations Committee to coordinate with the Standing Committee of the Law Committee to complete the two draft Resolutions that have just been approved and submit them to the National Assembly Chairman for signing and promulgation.
At the same time, the National Assembly Chairman noted the contents related to changing the functions and tasks of agencies when implementing the streamlining of the apparatus to make appropriate regulations.
In addition, the National Assembly Standing Committee completed reviewing the National Assembly's Report on People's Aspirations in December 2024. In particular, the National Assembly Standing Committee gave opinions on preparing for the 9th Extraordinary Session.
The National Assembly Chairman said that from now until the session takes place, there is only about 1.5 months left (including the 9-day Lunar New Year holiday). At this extraordinary session, the National Assembly will consider and decide to amend and supplement many laws and resolutions to serve the work of reorganizing the apparatus according to Resolution 18-NQ/TW.
Therefore, the National Assembly Chairman requested that agencies and organizations urgently prepare conditions for the session; work day and night, including Saturdays and Sundays, to specify the contents of the session.
"When the Politburo and the Central Executive Committee have Resolutions, the National Assembly must institutionalize those Resolutions to implement them in the apparatus arrangement" - National Assembly Chairman Tran Thanh Man clearly stated.
The National Assembly Chairman added that the content of the 9th Extraordinary Session focuses on amending laws and resolutions related to the organizational arrangement of the apparatus such as the Law on Government Organization, the Law on Organization of Local Government, the Law on Promulgation of Legal Documents, etc.
All contents expected to be submitted to the 9th Extraordinary Session are in the process of preparing documents and files; for some contents added to the law and ordinance building program in 2025, it is necessary to prepare early, fully, and ensure quality.
The 9th Extraordinary Session is expected to last 4.5 days but can be flexibly changed to resolve all issues related to organizational arrangement.
