On January 7, continuing the 41st Session, the National Assembly Standing Committee gave opinions on preparations for the 9th Extraordinary Session of the 15th National Assembly.
Reporting on a number of issues regarding the preparation for the 9th Extraordinary Session, Secretary General of the National Assembly Le Quang Tung said that as of January 3, 2025, documents had been received from 7/17 agencies, of which the Government proposed to submit 8 contents to the National Assembly.
The Delegation Work Committee proposed to submit to the National Assembly for consideration and amendment of laws on organization according to the Conclusion of the Politburo and the Central Executive Committee on summarizing the implementation of Resolution No. 18-NQ/TW; personnel work is under its authority.
The Secretary General of the National Assembly said that at the 9th Extraordinary Session, the National Assembly considered and approved urgent contents to deploy and implement the organizational arrangement.
Typically, the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly; the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended);
Resolution of the National Assembly on the establishment of a number of Ministries of the 15th Government for the 2021-2026 term; Resolution of the National Assembly on the structure of the number of Government members for the 16th National Assembly term.
Resolution of the National Assembly to resolve issues arising in legal provisions related to organizational arrangement; Personnel work under its authority.
In addition, the Government proposed to submit 3 other contents including: the draft Law on Promulgation of Legal Documents (amended); the Law on Management and Investment of State Capital in Enterprises; the investment project for the Lao Cai - Hanoi - Hai Phong railway line...
Up to now, all contents expected to be submitted to the National Assembly at the 9th Extraordinary Session are in the process of preparing documents and files; some contents have not been added to the 2025 Law and Ordinance Development Program, the National Assembly agencies have not yet reviewed them, and the National Assembly Standing Committee has not yet commented.
The Secretary General of the National Assembly requested the National Assembly Standing Committee and the Government to direct the drafting agencies to closely coordinate with the reviewing agencies, promptly complete the documents, submit them to the National Assembly Standing Committee for comments at the 42nd Session (February 2025) at the latest, and send the documents to National Assembly deputies at least 3 days before the opening date of the session.
At this extraordinary session, the National Assembly will consider and decide to amend and supplement many laws and resolutions to serve the work of restructuring the apparatus.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized the importance of amending the Law on Promulgation of Legal Documents. Accordingly, the summary of Resolution 18 on streamlining the organizational apparatus will involve more than 300 laws and about 4,000 documents including circulars and decrees.
The National Assembly Chairman proposed to issue a Resolution setting out general principles, which the Government would then gradually amend. The time to prepare for the Extraordinary Session is extremely urgent, and agencies need to work quickly, counting hours and days.
Explaining the opinions of the National Assembly Standing Committee, Minister of Justice Nguyen Hai Ninh said that the Law on Government Organization (amended) and the Law on Local Government Organization (amended) set out the main principles and the specific contents will be included in the following Decrees.
Minister of Justice Nguyen Hai Ninh pledged to submit the draft Law on Promulgation of Legal Documents (amended) on time with the highest quality.
