Traffic consultation, accepting enthusiastic opinions
On the morning of July 25, the People's Committee of Khanh Hoa province coordinated with Tien Phong Newspaper to organize a workshop "Khanh Hoa: Realizing the vision of a centrally-run city - Breakthrough in the new era".
The workshop focused on discussing key solutions to turn Khanh Hoa into a centrally-governed city by 2030.
Chairman of Khanh Hoa Provincial People's Committee Tran Quoc Nam emphasized that after the arrangement of administrative units, the potential and advantages of the province are resonate, creating an important economic driving zone with an increasingly synchronous infrastructure.
The economic growth rate in the period of 2021-2025 always reaches over 8%, the scale of the economy after the reorganization reaches over 175,000 billion VND, the poverty rate decreases below 2%.
To realize the aspiration for rapid and sustainable development, Khanh Hoa must remove three major bottlenecks:
Synchronously completing strategic infrastructure; improving the quality of human resources; Resolutely handling long-standing backlog projects.
Today's workshop aims to create a forum for leaders, experts, scientists and businesses to propose breakthrough and feasible solutions, helping the province effectively promote its existing potential and advantages.
Khanh Hoa appreciates and is committed to receiving enthusiastic opinions to transform them into practical policies, said Mr. Tran Quoc Nam.
Developing smart cities, private economy as a driving force
Mr. Nguyen Huu Thanh - Deputy Director of the Department of Local Government, Ministry of Home Affairs - commented that Khanh Hoa has great potential to develop into a centrally-run urban area with a strong economy, modern government apparatus, associated with the trend of digital transformation and smart cities.
However, after merging with Ninh Thuan province, Khanh Hoa faces many challenges such as unsynchronized planning, differences in population size, administrative capacity between areas and areas under wide and diverse management from sea, islands to mountainous areas.
To realize the goal, Mr. Thanh emphasized the need for a general review and streamlining of the apparatus; prioritizing the use of cadres with capacity, qualities, and innovation spirit; organizing emulation exams to compete for leadership positions.
At the same time, there is a special mechanism to attract talent, especially in the fields of technology, public administration and smart urban planning.
Khanh Hoa also needs to promote training for cadres on modern governance, information technology, artificial intelligence (AI), urban management; reform administrative procedures, and create an open investment environment.
The representative of the Ministry of Construction suggested that Khanh Hoa province continue to improve the quality of planning work and adjust flexible planning, in line with the rapid development practices of the locality.
Ms. Tran Thu Hang - Director of the Department of Planning and Architecture, Ministry of Construction recommended that the locality should continue to call for investment in the form of PPP in the fields of transport infrastructure, water supply and drainage, social housing and urban reconstruction.
Developing testing mechanisms (sandbox) for coastal urban areas, ecological urban areas, especially in areas such as Cam Lam, Cam Ranh, Thuan Nam - creates the premise of replicating the model throughout the region.
The Ministry of Construction is committed to always accompanying the province in reviewing and adjusting planning; implementing key programs on urban development, housing, technical infrastructure; and supporting localities in terms of mechanisms, policies and resources.
