Speaking to the armed forces on the occasion of French National Day on July 14, Mr. Macron declared that freedom on this continent depends on decisions made right now.
Mr. Macron said that Europe is witnessing the rise of policies pursuing centralism and power imposition. According to him, France faces the challenge of maintaining its own freedom and self-determination.
To meet the situation, President Macron has proposed increasing the defense budget by 3.5 billion euros in 2026 and another 3 billion euros in 2027.
He affirmed: "If we want to be respected, we must be strong". The call for "all people ready in combat positions" reflects the mobilization request from all government agencies to protect the country.
Since 2017, France's defense budget has increased from 32.2 billion euros to 50.5 billion euros and is expected to reach 67 billion euros by 2030. However, continued increases in defense spending could slow the process of cutting deficits and public debt, which is under pressure from the European Commission. The cost of serving France's public debt this year alone is estimated at 62 billion euros.
However, Prime Minister Francois Bayrou affirmed that the defense budget is intangible and will not be cut. Mr Macron also denied the possibility of funding increased defense spending through additional loans.
Other NATO countries are also stepping up defense spending. Germany aims to spend 162 billion euros on defense by 2029, equivalent to 3.5% of GDP. Poland has allocated 4.7% of GDP to this sector. The UK plans to increase defense spending to 2.5% of GDP in 2027 and 3% after 2029.
Chief of Staff Thierry Burkhard said Russia is currently considered France's main opponent in Europe. He warned of the risk of cyber attacks, misinformation campaigns and reduced US commitments to the region.
Defense Minister Sebastien Lecornu highlighted urgent needs such as ground air defense, ammunition, electronic warfare and space capabilities.
In addition to increasing the budget, France also aims to strengthen national solidarity in the context of the global crisis. Mr. Macron is expected to announce a youth mobilization plan, aiming to give the younger generation the opportunity to serve the country.
