Groundbreaking ceremony for the first semiconductor chip factory: A difficult but sustainable path

The Prime Minister believes that the commencement of construction of a high-tech semiconductor chip manufacturing plant affirms that Vietnam can completely gradually master high technology.

Gradually master core technology, proactively participate in global supply chains

On the morning of January 16, in Hanoi, the Military Industry - Telecommunications Group (Viettel) officially started construction of the first semiconductor chip manufacturing plant in Vietnam.

Attending the groundbreaking ceremony were General Secretary To Lam; Politburo Member, Prime Minister Pham Minh Chinh.

Also attending the event were Politburo members: Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac; Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Standing Deputy Prime Minister Nguyen Hoa Binh; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc;

Members of the Party Central Committee, leaders of ministries, central and local agencies, organizations, businesses and domestic and international partners.

Speaking at the ceremony, Prime Minister Pham Minh Chinh said: Currently, the scale of the global semiconductor industry reaches 2.3 trillion USD and the semiconductor industry is not only a purely economic sector, but has become a geopolitical issue, national security, and also a symbol of the technological strength of each country.

Reality shows that any country lacking capacity in the semiconductor chip industry will be limited in strategic autonomy, economic development and national security assurance.

Vietnam is not standing outside the game and there is no easy way. We choose a difficult but sustainable path: Gradually master core technology, proactively participate in the global supply chain, on the basis of equal and mutually beneficial cooperation" - the Prime Minister said.

After many years of efforts, Vietnam's semiconductor chip industry has achieved important results, but still lacks a key link, which is chip manufacturing capacity.

The Prime Minister emphasized: The groundbreaking ceremony of today's high-tech semiconductor chip manufacturing plant, we can affirm that Vietnam can completely gradually master high technology, complete an important link in the semiconductor value chain, which is chip manufacturing; marking a shift from participation to mastering, from assembly to creativity, contributing to enhancing Vietnam's potential and position in the digital age, thereby expressing the following 5 important meanings:

First, gradually master core technology, form domestic semiconductor chip manufacturing capacity, complete the value chain and reduce dependence on the outside.

Second, ensure security and technological reliability, develop dual-use technology closely linking economy with national defense and security.

Third, build a national semiconductor ecosystem, taking the manufacturing plant as the nucleus to connect the 3 Houses (State, Enterprise and Scientist) in research, design, production, application, and promoting spread to other industries and fields.

Fourth, develop high-quality semiconductor human resources, linking training with production, creating an environment for Vietnamese engineers and experts to grow, master and create technology.

Fifth, the nucleus leading, bridging and attracting private enterprises and FDI to participate; gradually forming high-tech product and service supply chains.

According to the Prime Minister, in the past time, under the leadership of the Politburo, the General Secretary; the drastic direction of the Government and the Prime Minister, the Ministry of National Defense has made efforts to develop many products in the field of high technology and the defense industry in the direction of self-reliance, autonomy, self-strengthening, dual-use, and modernity.

Viettel Group is always leading and pioneering in research and development of high technology and has achieved many encouraging results such as: Designing and successfully producing 2 chips serving 5G technology, 1 chip specialized for search systems; gradually mastering the entire chip design process.

Therefore, the Government and the Prime Minister have decided to assign the task of building a semiconductor chip factory to the Ministry of National Defense and the implementing unit is Viettel Group with the belief that "Every task is completed, every difficulty is overcome, every enemy wins", "Nothing is difficult, only fear that the heart will not be strong, digging mountains and filling the sea, determination will surely make things happen".

Develop semiconductor human resources, ensuring sufficient human resources for all stages

In the coming time, the task of developing the semiconductor industry is of strategic importance but very difficult and challenging...

The Prime Minister proposed: First, focus on forming a strong enough semiconductor enterprise force, creating a foundation to complete the domestic semiconductor value chain and effectively connect with the FDI sector, global supply chain. By 2030, strive to have at least 100 chip design enterprises, 1 chip manufacturing plant, about 10 assembly, packaging, testing plants...

Second, develop semiconductor human resources in both quantity and quality, ensuring sufficient human resources for all stages from design, manufacturing to packaging, testing and research and development (By 2030, training over 50,000 engineers and graduates; preparing high-quality human resources for the period 2030-2050).

Third, develop the semiconductor industry associated with the electronics industry to promote economic growth and deeply participate in the global supply chain. (By 2030, strive for semiconductor industry revenue to reach over 25 billion USD/year, added value in Vietnam to reach 10-15%; electronics industry revenue to exceed 225 billion USD/year). Be more determined and drastic in connecting domestic enterprises with FDI enterprises to participate in the global chip production value chain.

Fourth, gradually improve the capacity to master technology and complete the semiconductor ecosystem; the focus is to focus on mastering core technology by 2030; by 2045, towards forming a semiconductor ecosystem to master, capable of leading in some stages and segments.

Fifth, for Viettel Group, continue to play a core role, taking the lead in implementing the Strategy for Semiconductor Industry Development, completing the construction and commissioning of the High-Tech Semiconductor Chip Manufacturing Plant on schedule and meeting the following 3 tasks:

Mastering chip manufacturing technology to serve research, design and production of high-tech products.

Support and create conditions for design businesses, startups, universities, and research institutes to be able to quickly manufacture prototypes, test, and complete technology; form and promote the development of semiconductor ecosystems, especially in the field of chip design, contributing to the goal of striving for 100 chip design businesses by 2030.

Becoming a practice center, training human resources to produce semiconductor chips, contributing to completing the goal of having 50 thousand semiconductor engineers by 2030.

We are facing a historical turning point to bring the country into an era of growth; science and technology is no longer an option, but the only path to breakthrough labor productivity, change the quality of growth and protect national independence and self-reliance in the new situation" as directed by General Secretary To Lam at the Conference of the Central Steering Committee for Science, Technology and Innovation, December 30, 2025" - the Prime Minister emphasized.
