The project is implemented by Viettel according to the tasks assigned by the Ministry of National Defense, based on the Government's Resolution.
This is an important milestone, for the first time Vietnam has formed the capacity to manufacture domestic semiconductor chips, creating a foundation for the goal of gradually mastering core technology and developing the domestic semiconductor ecosystem.
Attending the groundbreaking ceremony were General Secretary To Lam; Politburo Member, Prime Minister Pham Minh Chinh.
Also attending the event were Politburo members: Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac; Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Standing Deputy Prime Minister Nguyen Hoa Binh; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.
The factory is built in Hoa Lac High-Tech Park (Hanoi), on an area of 27 hectares, with the orientation of becoming a national infrastructure serving research, design, testing and production of semiconductor chips.
When put into operation, the factory can meet national industries such as: aerospace, telecommunications, Internet of Things (IoT), automobile manufacturing, medical equipment, automation...
A complete semiconductor chip product must go through six main stages including: product definition, system design, detailed design, chip manufacturing, packaging - testing and integration - testing.
Over the past time, Vietnam has gradually participated in five stages; the chip manufacturing stage - the most complex and key stage - cannot be implemented domestically. The construction of a semiconductor chip manufacturing plant will help complete and close the entire semiconductor chip production process right in Vietnam.

Semiconductor chip manufacturing is one of the most sophisticated and discipline-requiring technological processes today. From a silicon wafer with almost absolute purity, the chip is formed through 1000 consecutive technological steps, lasting for 3 months. Just a small deviation in any stage can affect the entire production line, requiring organizational, management and technology mastery at a very high level.
For Viettel, being assigned the task of presiding over the deployment of a semiconductor chip manufacturing plant is a step in the continuum of the core technology development strategy that the Group has persistently pursued for many years. Viettel has proactively prepared human resources through in-depth training, international cooperation and technology transfer reception, and at the same time accumulated experience from research, design and application of chips in technology systems and products.
The project is implemented in the period 2026-2030, with a roadmap from factory construction, technology reception to process completion and operation efficiency improvement. In the long term, the factory in Hoa Lac is planned to be able to expand its scale, creating a foundation for Vietnam to gradually access more advanced semiconductor technologies.
The commencement of the high-tech semiconductor chip manufacturing plant is an important milestone in Vietnam's journey to build technological capacity, contributing to realizing the goal of "Technological autonomy, sustainable future".
