On September 3, in Hanoi, the National Assembly Standing Committee opened its 6th session.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the proactiveness, responsibility, and great efforts of the agencies.
Immediately after the Session, we must both urgently complete the laws and resolutions to announce them on time, and prepare a large volume of documents for this session. Many agencies and units have worked even during the holidays. This is the spirit that needs to be further promoted in the peak period from now until the 2nd Session" - the National Assembly Chairwoman emphasized.
According to National Assembly Chairman Tran Thanh Man, in this session, the National Assembly Standing Committee will give opinions on 31/41 draft laws and resolutions expected to be submitted to the National Assembly at the 2nd Session; many projects have a wide scope of regulation, greatly impacting the operation of the state apparatus, people, businesses and the economy.
The volume is very large, the time is very urgent, but quality standards must not be lowered because of progress. Submitting agencies must prepare dossiers very carefully, ensuring firmness in terms of politics, legality, science and practice; policies must be clear, feasible, and solve practical problems correctly.
Resolutely overcome local thinking, industry and sectoral interests; not create more procedures and costs, not push difficulties to the people and businesses" - National Assembly Chairman said.
For inspection agencies, it is necessary to maximize independence, proactiveness, criticism and responsibility; not only raise issues but also propose handling plans.
The spirit is that the law must be clearer, more synchronized, and easier to implement; it must remove bottlenecks, unlock resources and pave the way for development.
The National Assembly Chairwoman added that when considering the 2027 Legislative Agenda, it is proposed to choose with focus and key points; prioritize urgent issues, institutional bottlenecks and new areas that need to improve legal aspects to promote development.
Registering in the Program is a commitment to responsibility. Any agency that proposes a project, determines the time of submission, must proactively prepare, ensure progress and quality; overcome the situation of many registrations but then requesting postponement, requesting withdrawal, affecting the overall program" - the National Assembly Chairwoman proposed.

According to National Assembly Chairman Tran Thanh Man, the 2nd session is expected to consider nearly 60 contents, with many very important issues. Therefore, it is necessary to prepare early, remotely, and coordinate from the beginning; only include contents that truly meet the conditions. Do not let dossiers be sent late, documents be submitted late, or supplement content close to the session or during the session.
When the National Assembly decides on important issues with long-term impacts, delegates must have enough time, enough information and enough basis to consider and decide with the highest quality.
Another issue, according to the National Assembly Chairwoman, is that the larger the workload, the more it is necessary to strongly innovate working methods and uphold responsibility to the end.
