Strengthen inspection and supervision of the implementation of administrative procedures at agencies and units; promptly handle the situation of arising additional dossier components.

This content is requested by the Government in Resolution No. 258/NQ-CP on key tasks and solutions to promote administrative procedure reform (TTHC), contributing to promoting double-digit growth in the 2026-2030 period.

The Resolution requires ministries, ministerial-level agencies, and People's Committees of provinces and cities to identify cutting and simplifying administrative procedures and business conditions as regular and continuous tasks, associated with the responsibility of heads.

Implement administrative procedure reform in a unified, synchronous, focused, and key manner, including administrative procedures with people, businesses and internal administrative procedures in state administrative agencies.

Focus on comprehensive digitalization, data interconnection, proactive public service implementation; taking the time and costs of people and businesses as a measure of reform quality; ensuring a favorable, public, transparent, stable, and healthy competitive investment and business environment.

Review and implement the decentralization and authorization of administrative procedures; ensure compliance with the provisions of law on decentralization and authorization, according to the principle: heads of ministries, branches, and localities proactively adjust and allocate staff and financial resources between units and localities according to the scale and volume of actual dossiers, especially at times when many dossiers arise, when implementing administrative procedures regardless of administrative boundaries.

Allocate and allocate resources to implement the resolution of administrative procedures that have been decentralized and decentralized to localities to ensure smoothness, without any interruption or delay in resolving administrative procedures for individuals and organizations.

Training and professional development for the team of officials and civil servants directly handling administrative procedures; ensuring uniform implementation capacity between localities after receiving authority from the Central Government.

Linking administrative procedure control with guiding, monitoring, urging, and inspecting the implementation of administrative procedures by ministries, branches, and localities to meet the requirements of decentralization, decentralization, and serving people and businesses.

Strengthen the inspection and supervision of the implementation of administrative procedures at affiliated agencies and units; promptly detect and handle situations of arising additional components of dossiers, requests or processes of resolution outside regulations.

Strengthen propaganda, mobilize the substantive participation of people and businesses throughout the life cycle of TTHC, from design, promulgation to implementation, supervision and evaluation; consider the feedback of people and businesses as an important measure of the effectiveness of TTHC reform.

Pay attention to consulting people and businesses, especially consulting on the electronic environment for plans to cut and simplify administrative procedures.

Enhance the effectiveness and substance in handling reflections and recommendations of people and businesses on administrative procedures; periodically organize dialogue conferences with associations, businesses and people on reducing and simplifying administrative procedures.

Establish mechanisms and procedures to handle reflections, recommendations, and initiatives on administrative procedure reform received through dialogue to develop plans for cutting and simplifying administrative procedures.

Before October 1, 2026, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities shall develop and issue documents assigning the implementation of this Resolution, which shall specifically identify objectives, tasks, implementation progress, and expected results for each task and implementing unit, and send them to the Ministry of Justice for synthesis and reporting to the Prime Minister.
