The strategy sets a target of 100% of online public services being integrated and supported by AI, 100% of administrative procedure dossiers being supported for processing by AI.

This regulation is stated in Decision No. 1671/QD-TTg of the Prime Minister approving the National Strategy on Artificial Intelligence to 2030, vision to 2045 (Strategy).

The goal of the Strategy is that by 2030, Vietnam will become one of the centers with the capacity to research, develop, apply and co-create value in AI in ASEAN and Asia; forming a strong national capacity in AI research, development, mastery, deployment and management.

AI becomes a core competence, deeply and comprehensively integrated into national governance activities, providing public services, production, business, scientific research, innovation and social life; making an important contribution to improving productivity, quality, efficiency, national competitiveness and creating new products, services, and growth models.

Strategy to strive to 2030 Vietnam belongs to the group of 3 leading countries in Southeast Asia in AI research and development.

100% of online public services are integrated and supported by AI. 100% of administrative procedure files are supported for processing by AI.

Develop at least 5 national common AI platforms; form at least 10 Vietnamese AI brands with competitiveness in the regional and international markets; develop at least 8 Vietnamese AI models.

By 2045, Vietnam will be in the top 10 leading countries in Asia in terms of research and development capacity, AI mastery and national AI transformation. AI becomes an important strategic driving force, contributing to improving productivity, innovation capacity and national value creation capacity.

Breakthrough solutions to implement the National Strategy on Artificial Intelligence to 2030, vision to 2045 include:

Improve institutions, policies, laws, create a transparent legal corridor to develop rapidly and effectively apply AI to all aspects of socio-economic life;

National coordination and implementation responsibility, in which the heads of ministries, branches, and localities directly direct, organize, and be responsible to the Government and the Prime Minister for the results of implementing the AI transformation goals, targets, and tasks assigned; periodically inspect, evaluate, and remove difficulties and obstacles in the process of implementing the Strategy.

Mobilizing resources, ensuring funding: The State ensures funding to implement the tasks and solutions of the strategy for the State to order, assign tasks, and bid to implement.

Deploying public-private partnerships and attracting international investment funds to mobilize more resources to serve AI research, development and deployment; researching mechanisms to support interest rates for AI research, development, application and management, tax incentives for artificial intelligence activities...

International cooperation and building standards and regulations; building bilateral and multilateral AI cooperation programs with developed countries and international organizations; establishing a program to exchange research students, engineers, and scientists in the field of AI between Vietnam and leading AI research and development centers in the world.

Propagating, raising awareness and culture of responsible AI use;

Develop, promulgate and periodically review and update indicators to assess the level of AI transformation of ministries, sectors, localities and countries in accordance with strategies, practical conditions and international practices.
