From July 1, 2026, the 2025 Law on Savings and Waste Prevention officially takes effect. This Law stipulates savings and waste prevention in the fields of management and use of public finance and public assets.
At the same time, regulations on organizational structure and management, labor use in the state sector; management, exploitation and use of resources and energy; production, business and consumption activities of enterprises, organizations, households, and individuals.
Notably, the Law on Savings and Waste Prevention dedicates a chapter to clearly state savings and waste prevention in the production, business and consumption activities of enterprises, organizations, households, and individuals.
In which, the State encourages businesses, organizations, households, and individuals to implement measures to save and combat waste in production and business activities.
Typical examples include investing in research, applying solutions, initiatives, scientific and technological innovation, innovation, and digital transformation.
Optimize production processes, increase labor productivity, and reduce waste in production and business.
Use energy-saving products, vehicles, and equipment using renewable energy; apply other measures and solutions that bring about economical efficiency and combat wastefulness.
Encourage people to practice a civilized and economical lifestyle in weddings, funerals, festivals, culture, sports, tourism and other consumption activities.
The law also stipulates the responsibility for implementing regulations on encouraging thrift and combating wastefulness in production, business and consumption activities such as:
The Government promulgates and organizes the implementation of policies and measures to encourage businesses, organizations, households, and individuals to save and combat wastefulness based on socio-economic conditions and requirements for saving and combating wastefulness in each field, each production, business and consumption activity in each period.
Ministries, other central agencies, and People's Committees at all levels within the scope of their assigned functions and tasks shall review, propose, amend, and supplement regulations to implement cuts and simplifications of administrative procedures related to production and business activities.
People's Councils and People's Committees at all levels, based on the regulations of the Government and the Prime Minister, according to their authority, decide on the scale of festivals and other cultural activities in the area; organize the implementation of the movement to save and combat waste among the people.
