According to voters in Ba Dinh ward, in the past time, air pollution in Hanoi has always been at the top of the world. To ensure air quality, voters proposed that the city plant more green trees in residential areas, roadsides, and public areas to improve the air quality of the Capital.
Along with that, promote propaganda to raise environmental awareness for people and businesses, use environmentally friendly public transport and limit emissions; have measures to manage emissions from production and business establishments.
Regarding the issue reflected by voters, the Department of Agriculture and Environment said that to implement the planting of new urban green trees in the city in the period 2026-2030, the City People's Committee has issued Plan No. 380/KH-UBND dated December 29, 2025 on Organizing "Tet of planting trees forever remembering Uncle Ho" Binh Ngo Spring 2026, document No. 225/UBND-ĐT dated January 16, 2026 on implementing the planting of new urban green trees in Hanoi city, in the period 2026-2030.
Accordingly, the City People's Committee assigned commune-level People's Committees to urgently inspect and review the volume to plant and replace shade trees in dead trees, empty holes, and empty positions on roads, parks, and flower gardens according to management decentralization on roads, parks, and flower gardens.
Along with that, develop a plan to replace curved, bad, dangerous, old, underdeveloped trees, trees not on the list of urban trees in the managed area and within the premises of headquarters, schools, and hospitals.
Focus on implementing urban green tree planting items, implementing the construction of parks and flower gardens according to areas under management responsibility. Review the location, location, and area of land plots and strips planned as green trees, parks, flower gardens, and nurseries according to the land clearance plan to coordinate with the Department of Agriculture and Environment to unify the development plan and roadmap for urban green tree systems in the city and invest in renovating, upgrading, and building flower gardens, playgrounds, and parks.
Commune-level People's Committees build solutions to add green trees combined with decorating the facades of the upper floors in the Old Quarter and Old Quarter areas to ensure urban landscape and aesthetics, creating green space. Strengthen the development of green trees on roofs and on the facades of urban public houses (headquarters, medical areas, hospitals, culture). Encourage organizations and individuals to participate in planting green trees on building roofs and on the facades of buildings.
At the same time, strengthen propaganda for people to participate in decorating and supplementing green trees, lawns... according to unified regulations. Strengthen mobilization of all social resources, implement diversification of capital sources to plant, care for, and protect urban green trees in the managed area.
The city encourages the selection of plant varieties suitable for climate and soil conditions according to the list of green trees planted in urban areas and native trees in order to diversify varieties, colors and complete a multi-layered green tree system. Trees after planting must be cared for and protected according to proper techniques.
The City People's Committee assigned city departments, agencies, and branches to, based on their functions and tasks, focus on reviewing the current status of the green tree system in their managed areas and projects that are being and will be implemented to plant and study to add shade trees to create green space for the Capital.
